16. FREEDOM OF LIBERO - TEST RULE TO BE APPLIED

The team may consist of 12 players with up to 2 Liberos within this number thereby
respecting the below mentioned rules. The details below explain how this is to be

accomplished, i.e. through the Rules and the Specific Sports Regulations for the event.
The Rule(s) and interpretations for ALL European Cup matches played in the CEV Cup

and in the GM Capital Challenge Cup are to be applied as mentioned below being part of
the current FIVB Rules of the Game text amendments.
Players’ jerseys must be numbered from 1 to 18.

COMPOSITION
A team for any match may consist of up to 12 players, one coach, one assistant
coach, one trainer and one medical doctor.
Only when 12 players are registered in the final list (EC-09bis), the coach has
the right to register up to 2 Liberos (0, 1, or 2) from within that list:

12 regular players + 0 Liberos
11 regular players + 1 Libero
10 regular players + 2 Liberos
Where two registered Liberos are to be used, the Acting Libero will be recorded
in the score sheet in the top box and the Reserve in the lower box in the
special lines reserved for this.

In case a team is composed of less than 12 players the coach has the right to register
only up to 1 Libero (0 or 1)

REGULAR GAME INTERRUPTIONS
Regular game interruptions are TIME-OUTS, and SUBSTITUTIONS.

An interruption is the time between completed rallies. LIBERO EXCHANGES or
REPLACEMENTS may take place without formally interrupting the match.
15.1

NUMBER OF REGULAR/OTHER GAME INTERRUPTIONS
Each team is entitled to request a maximum of two time-outs and six player
substitutions per set.
There must be a completed rally between two subsequent substitution
requests.

DESIGNATION OF THE LIBERO
19.1.1 Each team (if composed of 12 players) has the right to designate from

the list of players on the score sheet up to two (2) specialised
defensive players: Liberos.

19.1.2 All Liberos must be recorded on the score sheet before the match in
the special lines reserved for this.
19.1.3 One Libero designated by the coach before the start of the match, will
be the acting Libero. If there is a second Libero, he/she will act as the
reserve Libero.

19.1.4 The Libero cannot be either team captain or game captain at the same
time as performing the Libero function.
19.2 EQUIPMENT
The Libero players must wear a uniform (or jacket/bib for the re-designated
Libero) whose jerseys at least must contrast in colour with that of the other
members of the team. The Libero uniform may have a different design, but it
must be numbered like the rest of the team members.
For the European Cups season both Liberos must wear the same style of
jersey, and will keep their own number.

ACTIONS INVOLVING THE LIBERO
19.3.2.1 Replacements/

Exchanges
involving the Libero are not counted as
regular substitutions. They are unlimited, but there must be a
completed rally between two Libero replacements/exchanges (unless
due to injury/ illness or there is a forced rotation caused by a
penalty).
The Libero can only be replaced by the player whom he/she replaced.
A Libero may only be exchanged for another Libero

19.3.2.2 Replacements or exchanges must only take place while the ball is
out of play and before the whistle for service.
At the start of each set, the Libero cannot enter the court until the
second referee has checked the starting line-up.

19.3.2.3 A replacement or exchange made after the whistle for service but
before the service hit should not be rejected but must be the object
of a verbal caution after the end of the rally.
Subsequent late replacements or exchanges shall result in the play
being interrupted immediately and the imposition of a delay sanction.
The team to serve next will be determined by the result of the delay
sanction.

19.3.2.4 The Libero and the replacing/exchanging player may only enter or
leave the court by the “Libero Replacement Zone”.

19.3.2.5 The consequences of an illegal Libero replacement/exchange are the
same as those for a rotational fault.
Re-designation or exchange of a new Libero:
19.3.3.1 The coach has the right to exchange the acting Libero with the
reserve Libero for any reason after a completed rally at any time
during the match. This exchange must be recorded on the electronic
score sheet.
When a team uses two Liberos but one becomes injured or ill, the
team has the right to play only with one Libero – no re-designation
will be allowed, however, unless both Liberos are unable to continue.
Where only one Libero is registered on the score sheet, in case of
illness or injury to the Libero, the coach may designate as Libero for
the remainder of the match any other player not on the court at the
moment of the re-designation. Should the re-designated Libero
become injured or ill, further re- designations are possible but the
original Libero(s) may not return to the match.
The team captain may relinquish all leadership privileges to be re-
designated as the Libero, if so requested by the coach. Exchanges
due to injury or illness of the Libero or re-designated Libero are not
counted as replacements.
If the Libero is expelled or disqualified he/she may be replaced by the
team’s other Libero, but should the team have only one Libero, then
it must play without a Libero for the duration of the sanction.

19.3.3.2 In the case of a re-designated Libero, the number of the player re-
designated as Libero must be recorded on the score sheet remarks
section.

Working Summary:

1. Liberos may be exchanged by the coach, one for another, for any reason and at any
time, including directly from and to the court, but there must be a completed rally
between two Libero exchanges (as between two Libero replacements).

2. Liberos should wear different colours from the rest of their team but keep their numbers
to facilitate identification of the Libero by Referees, scorers, statisticians and
spectators.

Explanation:
In order to employ dynamic shorter players more often, it is proposed to allow the coach to use
the two Liberos much more freely during the match.

Definitions:
An exchange is the act by which the Reserve Libero becomes the Acting Libero (and vice versa).
This can occur at the team bench or directly to and from the court, at the discretion of the coach,
provided that there is a completed rally between exchanges. The number of exchanges is
unlimited, and can be for illness, injury, sanction, or team performance reasons.
A re-designation is the act by which an injured or ill Libero, who cannot continue to play, has
his/ her role taken by any other player not on the court at the moment of the re-designation
request (except the Libero’s regular replacement player). This can only occur at the team bench.
Re-designations are only for illness or injury to the Libero.
A substitution is the act by which one regular player leaves the court and another regular player
takes his/her place. There must be a completed rally between substitution requests. The request
may only be made when the ball is out of play and before the 1st referee’s whistle for service. A
team may make 6 regular substitutions per set.
A replacement is the act by which a regular player leaves the court and the Libero takes his/her
place. There must be a completed rally between Libero replacements. The number of
replacements is unlimited, but the Libero may only be replaced by the player who replaced
him/her.

17. ELECTRONIC SCORESHEET - NEW PROCEDURE
As outlined in the official regulations, each hosting team must guarantee that the
electronic scoresheet is used.

VERY IMPORTANT - NEW SYSTEM:
Due to the fact that CEV is working on a new database, each team will get an e-mail,
either to the team responsible or to the club address, in which an ID and a password will
be listed together with some useful information to be able to download the files
governing the e-scoresheet for all matches slated on or after December 1, 2009.

In case a team does not receive that e-mail until Thursday November 26, 2009, they
should immediately take contact with the CEV Head Office - Competitions Department

(+352 25 46 46 - 39 or - 29 or – 31) to get such information as quick as possible.
Without this ID and password teams cannot download any information about their
respective home matches and hence won’t be able to properly process the electronic
score sheet.

18. ANTI-DOPING CONTROLS
Doping controls may be performed by CEV, in close collaboration with NADOs (National
Anti-doping Organizations), in any phase of the competition. The related costs will be

charged to CEV, except for the Final Four for which the organizer will have to provide all
the facilities including the availability of the recognized laboratory and bear all related

expenses (samples analysis, transport, etc.). The teams will have to strictly follow the
procedure related to the anti-doping controls as laid down in the FIVB Medical

Regulations (see the 8th version dated 01.01.2009).

19. WADA 2010 PROHIBITED LIST

Following its approval by the World Anti-Doping Agency's Executive Committee on
September 19, 2009, the 2010 List of Prohibited Substances and Methods is now

available on the CEV website: www.cev.lu / download section / Medical documents. This
List will go into effect on January 1st, 2010.


The 2010 List reflects the latest scientific advances and offers a number of noteworthy
changes compared to the 2009 List especially in the discipline of Salbutamol, T/E Ratio

Follow-Up and Pseudoephedrine.
20. TV BROADCASTING

As stipulated in the Official Regulations – Chapter 4, Marketing & TV – each host TV has
to contact and inform THE SPORTSMAN about its interests and plans of eventually

broadcasting and/or producing any CEV Cup and/or GM Capital Challenge Cup matches
at least three weeks prior to the concerned match.


CEV, as the exclusive owner of all national and international TV rights in and to the

competitions (CEV Cup & GM Capital Challenge Cup), and represented by THE
SPORTSMAN, is able to grant each MEDIA PARTNER the individually requested TV

Rights within a TV licensing agreement to be negotiated and concluded between the
MEDIA PARTNER and CEV / THE SPORTSMAN.
