Minutes of Pension Adalat held at Ambala on 14.03.2007 The 2nd Pension Adalat of Haryana Telecom Circle was held on 14.03.2007 by the office of Jt. Controller of Communication Accounts Haryana. Wide publicity was given in the leading newspapers of regional importance i.e. “The Tribune” “Dainik Bhaskar” and “Punjab Kesari”. However, no application was received by due date. This may be due to the fact that the CCA Haryana has made all out efforts to put a stop to pensioners grievances by following a practice of prompt redressal of grievances and by taking proactive measures by way of providing all necessary information on CCA Haryana website. Telephonic calls given to pensioners’ associations also confirmed that they have no grievance. Sh. B. S. Deshwal a pensioner of Rohtak who came up with certain problems in 1st Pension Adalat held in Feb 06, regarding improper arrangements for payment of pension at Rohtak Head Post Office, when contacted over phone intimated that all their problems stand resolved and now they are stressing the need for computerization of Post Office records relating to payment of pension. Sh. Bhalla, a pensioner of Ambala suggested that the condition of non payment of fixed medial allowance of Rs. 100/- PM to the pensioners residing within eight kilometers of the periphery of Postal Dispensary should be waived off and such pensioners should also have the option either to take treatment from dispensary or to opt for fixed medical allowance. Later, in pension adalat, JCCA decided to take up these matters at appropriate level. The Adalat was held as per schedule. The following were present: At the outset Jt. CCA gave a live presentation on the facilities provided to the pensioners as well as the absorbed employees of BSNL, on CCA Hayana Website ccaharyana.gov.in. The information available on MAILBOX which has recently been made operational and Username & Password provided by CCA office to the absorbed employees was also explained in detail. JCCA explained that individual letters have already been issued to the BSNL absorbed employees due for retirement during the next five years, intimating their user name and password for making use of the MAILBOX to access their personal information w.r.t. service book details including Family, Nomination & Address details put on web by the CCA office. SSA/Unit-wise list of all other absorbed employees with the user names & initial password, were handed over to AGM (Admn) BSNL along with letter designed for the purpose for distribution amongst their employees through respective units and to ensure that every unit furnish a certificate to the effect, in the format provided by CCA office. The information on Address, Nomination and Family details received from the SSAs/BSNL units concerned has already been put on CCA Haryana Website. BSNL Officers were requested to motivate their staff to check their particulars online and bring the discrepancies, if any, to the knowledge of CAO computer of CCA office in writing through proper channel for necessary modifications. CAO Computer CCA Office, informed that this information is still pending from GMTD Faridabad, Rohtak, Jind, Karnal, CMTS Ambala and TED/TCD Faridabad. The list of defaulting units was handed over to AGM (Admn) BSNL who assured that all this information would be made available to CCA office within a week. It was also requested that suitable awareness may be created through the Staff Magazine being published by BSNL at circle level, about the facilities provided by CCA Haryana on its website for the pensioners. For this purpose a write up was handed over to AGM(A). Timely submission of Pension Cases: The need for timely submission of pension cases was stressed. However, it was made clear that the Service Book shall be returned to the unit concerned with AE only if the pension case is received in CCA office more than two months in advance of the date of retirement. Otherwise the Service Book shall be retained in CCA office till release of all retirement benefits along with issue of PPO. The SSAs/Units have to evolve their own arrangement for certifying the Earned Leave at credit for payment of leave encashment on retirement. Vigilance Clearance: It was stressed upon that the Nodal Officers pension should ensure that in cases where no vigilance or disciplinary case is pending or contemplated against the employee at the time of submission of his pension papers to CCA office, it should be so certified in clear terms. Further, if any event which has a bearing on pensionary benefits, is noticed after the dispatch of pension papers, that should immediately be brought to the notice of the CAO (Pension) by name, as per CCA Pension Rules. Certain cases are pending due to pendency of disciplinary or court cases against the ex-employees. It was requested that the Heads of the SSAs/BSNL Units should review all such cases at certain intervals to satisfy themselves that the disciplinary / court proceedings are going as per schedule and there is no delay on the part of any officer / officials dealing with such cases. (ii) In case of GPF Final payment the ruling position was again made clear that the AO concerned of respective BSNL Unit have to initiate the case for final payment of the accumulations in GPF, immediately on retirement / quitting/dismissal from service, etc. without waiting for any written application from the subscriber. It was made clear that the crossed cheques/ DDs though drawn in favour of the persons entitled to it shall not be handed over to the claimants directly, except in deserving cases. They will have to bring an authorization letter from the DDO concerned along with authentic proof of identity. O.O. No. 2/2007 dated 02.03.2007, on the subject, has already been circulated to all concerned 7. Non-payment of fixed Medical Allowance – case of Sh. R.L.Chopra: Sh. R. L. Chopra retired DGM approached Jt. CCA and gave an application regarding non payment of fixed medical Allowance to him. He requested for grant of same from 23.02.2004 i.e. the date from which he surrendered the dispensary card. The case seems to be similar to that of Mr. Bhalla as discussed above. However, Jt. CCA has directed to put up the facts of the case for necessary action. Copy for information and necessary action to: 1. ADG (Accounts) DoT New Delhi for kind information. 2.
