AUGUST 14TH, 2007, UNKNOWN SUSPECT(S) ENTERED AN UNLOCKED
TAN 2004 BMW X5, FLORIDA RP-V848IN, IN THE DRIVEWAY AT 9047
MOORS PLACE NORTH, DUBLIN, OHIO. THE SUSPECT(S) STOLE A
BAUME & MERCIER WATCH (SILVER BAND/BLACK WATCH FACE) FROM
THE CENTER CONSOLE (VALUED AT $2,000.00) AND TWO SLEEVES
OF TITLEIST NXT TOUR GOLF BALLS FROM THE REAR SEAT (VALUED
THE WATCH WILL BE ENTERED INTO LEADS AS STOLEN WHEN THE SERIAL
NUMBER IS KNOWN. THERE IS NO SUSPECT INFORMATION AVAILABLE
ON 8-20-07 AT 1146 HOUR DUBLIN DISPATCH RECEIVED A 911 CALL
FROM THE RESIDENT, JONATHAN MOSHIRI, AT 5739 DUDDINGSTON
DR ON THE REPORT OF AN UNCONCIOUS FEMALE. A 15 YEAR OLD MALE
WASHINGTON TOWNSHIP MEDIC 91ARRIVED ON SCENE AT 1150HOUR
AND TOOK OVER CPR. THEY TRANSPORTED THE VICTIM TO RIVERSIDE
JASMINE MOSHIRI , JONATHAN MOSHIRI, JAKOB NEDERGAARD AND
ADAM NEDERGAARD WERE AT THE RESIDENCE WHEN CHARLENE MOSHIRI
SUFFERED A MEDICAL CRISIS. JASMINE WAS THE LAST PERSON TO
TALK TO CHARLENE MOSHIRE. JASMINE WAS NOT SURE WHAT THE TIME
A SHORT TIME LATER JONATHAN MOSHIRI AND JAKOB NEDERGAARD
NOTICED THAT MRS. MOSHIRI WAS "ASLEEP" ON THE COUCH AND TRIED
TO WAKE HER UP. WHEN SHE DID NOT WAKE UP JAKOB WENT UPSTAIRS
TO GET HIS BROTHER ADAM. ADAM NEDEGAARD CAME DOWNSTAIRS,
NOTICED THAT MRS. MOSHIRI WAS NOT BREATHING
AND WITH THE ASSISTANCE OF JONATHAN MOVED MRS. MOSHIRI TO
THE FLOOR. HE PERFORMED CPR UNTIL THE MEDICS ARRIVED.
THE FOUR CHILDREN ESTIMATED THAT THE TIME BETWEEN JASMINE'S
CONVERSATION WITH HER MOTHER AND FINDING HER UNCONCIOUS WAS
DETECTIVES SCOTT DAVIS AND BOB DAVIS RESPONDED TO THE SCENE
THE HOUSE WAS SECURED BY MARY NEFF WHO RESIDES AT 5727 DUDDINGSTON

DR AT THE REQUEST OF AHMED MOSHIRI, CHARLENE MOSHIRI'S HUSBAND.
MRS. NEFF IS THE NEXT DOOR NEIGHBOR AND A FRIEND OF MOSHIRI
DISPATCH CALLED RIVERSIDE HOSPITAL AT 1512 HOUR ON 8-20-07
TO CHECK ON CHARLENE MOSHIRI'S CONDITION AND THEY WERE TOLD
ON 8/20 THE REPORTING PERSON CONTACTED DUBLIN POLICE TO REPORT
THE THEFT OF THE VICTIM'S BICYCLE FROM COFFMAN HIGH SCHOOL
LOCATED AT 6780 COFFMAN ROAD. THE REPORTING PERSON IS THE
THE VICTIM REPORTS THAT ON 8/20/2007 AT APPROXIMATELY 1100
HOURS HE LEFT THE BICYCLE IN FRONT OF THE ATHLECTIC COMPLEX
AT COFFMAN HIGH SCHOOL WHILE HE LIFTED WEIGHTS INSIDE. THE
BICYCLE WAS LEFT UNSECURED. THE VICTIM RETURNED AT APPROXIMATELY
1145 HOURS AND DISCOVERED THAT THE BICYCLE HAD BEEN TAKEN.
THERE ARE NO KNOWN SUSPECTS AT THIS TIME. THE REPORTING
PERSON WILL CONTACT IF THE SERIAL NUMBER FOR THE BICYCLE
IS LATER KNOWN. THE VICTIM COMPLETED A WRITTEN STATEMENT
DR. AMY HOISINGTON-STABILE CALLED AND ASKED FOR A COURTESY
TRANSPORT FOR A MALE PATIENT. JOSHUA CHEN HAD CHOKED HIS
BROTHER AND BITTEN HIS BROTHER, JACOB CHEN, ON THE NOSE ON
AUGUST 12, 2007 AT THEIR HOME IN HILLIARD, OH. JACOB CHEN
WAS NOT INJURED DURING THE ATTACK. DR. HOISINGTON-STABILE
BELIEVES THE ATTACK WAS A PRODUCT OF JOSHUA'S PSYCHOLOGICAL
CONDITION. JOSHUA HAD STATED TO DR. HOISINGTON-STABILE THAT
HE WANTED TO STAB OTHERS WITH PENCILS AND WANTED TO STAB
HER WITH A SWORD. SARAH ALLEY, CNP WAS PRESENT DURING JOSHUA
THE HILLIARD POLICE WERE NOT CONTACTED BY THE CHEN FAMILY
OR BY CHILDREN'S CLOSE TO HOME ABOUT JOSHUA'S ASSAULT ON
HIS BROTHER ON AUGUST 12, 2007. JOSHUA'S MOTHER DID NOT FEEL
SAFE TRANSPORTING HIM TO OSU HOSPITAL WHICH IS WHY DR. HOISINGTON-STA

ADMISSION SLIP AND CALLED OSU TO ALERT THEM THAT JOSHUA
DR. HOISINGTON-STABILE STATED THAT JOSHUA CHEN IS PSYCHOTIC
JOSHUA CHEN WAS TRANSPORTED WITHOUT INCIDENT TO OSU HOSPITAL,
I CONTACTED FRANKLIN COUNTY CHILDREN SERVICES ABOUT THE INCIDENT
IN HILLIARD. I WAS ADVISED TO FAX A COPY OF THE REPORT TO
LIESCHAEN COMPSTON AT INTAKE AND INVESTIGATION SECTION OF
I FAXED THE REPORT TO CHILDREN SERVICES ON 8-22-07.
I FAXED A COPY OF THE REPORT TO DETECTIVE JOE BERARDI WHO
IS THE JUVENILE DETECTIVE FOR HILLIARD POLICE DEPARTMENT
ON 8/20 THE REPORTING PERSON, AN EMPLOYEE OF MANOR HOMES,
CONTACTED DUBLIN POLICE TO REPORT THE THEFT OF AN AIR CONDITIONING
UNIT FROM THE UNOCCUPIED HOME UNDER CONSTRUCTION LOCATED
THE REPORTING PERSON STATES THAT THE OFFENSE OCCURRED BETWEEN
8/16 AND 8/17. HE WAS NOTIFIED ABOUT THE MISSING UNIT BY
THE PAINTERS ON 8/17 AND BELIEVES THE UNIT WAS STILL AT THE
RESIDENCE ON 8/16. HE WAS UNABLE TO PROVIDE A SPECIFIC TIME
FRAME FOR THE OFFENSE BUT BELIEVES THE THEFT OCCURRED OVERNIGHT.
THE REPORTING PERSON ADVISED THAT THE AIR CONDITIONING UNIT
HAD BEEN LOCATED OUTSIDE THE RESIDENCE. HE ADVISED THAT
THE FREON AND ELECTRICAL LINES TO THE UNIT WERE CUT.
THE REPORTING PERSON FURTHER ADVISED THAT HE BELIEVED THE
THEFT WAS COMMITTED BY SOMEONE WITH KNOWLEDGE OF AND ACCESS
TO THE HOME UNDER CONSTRUCTION. THE FREON LINE IN THE BASEMENT
HAD ALSO BEEN CUT SO THAT THE FREON WOULD BE RELEASED INSIDE
THE HOME BEFORE THE OUTSIDE LINE WAS CUT. THE REPORTING
PERSON ADVISED THAT SEVERAL SUB CONTRACTORS HAVE ACCESS TO
THE RESIDENCE BY WAY OF THE LOCK PAD. THERE ARE NO KNOWN
SUSPECTS FOR THE OFFENSE AT THIS TIME. THE REPORTING PERSON
BELIEVES THIS OFFENSE IS RELATED TO THEFTS OF APPLIANCES
THAT HAVE OCCURRED AT OTHER MANOR HOMES CONSTRUCTION SITES

THE SERIAL NUMBER FOR THE STOLEN UNIT IS UNKNOWN. THE REPORTING
PERSON COMPLETED A WRITTEN STATEMENT FOR THE REPORT.
I RESPONDED TO 6979 OLD BRIDGE LANE WEST IN REFERENCE TO
A THEFT BY UNKNOWN SUBJECTS THAT OCCURRED BETWEEN 1800 AUGUST
20, 2007 AND 0615 AUGUST 21, 2007. THE VICTIM DISCOVERED
HIS 40 CAL. S&W SEMI-AUTO PISTOL, SILVER WITH BLACK POLYMER
GRIPS, MISSING FROM HIS UNLOCKED VEHICLE AT APPROXIMATELY
0615 ON AUGUST 21, 2007. THE PISTOL WAS IN A BLACK COMPUTER
BAG IN THE BACK SEAT OF HIS EXTENDED CAB TRUCK, IN A HOLSTER
WITH ONE MAGAZINE INSERTED AND TWO ADDITIONAL MAGAZINES
IN MAGAZINE POUCHES. THE BLACK COMPUTER BAG WAS FOUND LYING
BEHIND THE MAILBOXES AT THE COMPLEX, BUT THE PISTOL AND
FULL INSERTED 10 ROUND MAGAZINE WERE MISSING. THE VICTIM
STATED THERE WERE NO OTHER ITEMS MISSING FROM THE COMPUTER
BAG OR VEHICLE. I ATTEMPTED TO CONTACT RESIDENTS AT 6977,
6981, 6985, 6983, AND 6989 OLD BRIDGE LANE WEST TO DETERMINE
IF ANY POSSIBLE SUSPECTS COULD BE IDENTIFIED. THERE WAS
NO ANSWER AT ADDRESSES 6977, 6981, OR 6989 OLD BRIDGE LANE
WEST. I DID MAKE CONTACT WITH JACOB BARNES AT 6985 OLD BRIDGE
LANE WEST AND ANDREW BOUTELL AT 6983 OLD BRIDGE LANE WEST,
HOWEVER BOTH RESIDENTS WERE NOT HOME DURING THE PERIOD OF
THE THEFT AND DID NOT OBSERVE ANYTHING UNUSUAL AROUND THE
COMPLEX. THE PISTOL WAS ENTERED INTO LEADS BY 86.
I RESPONDED TO 7126 ELMFIELD DRIVE EAST IN REFERENCE TO
A THEFT BY UNKNOWN SUBJECTS THAT OCCURRED BETWEEN 1200 AUGUST
20, 2007 AND 0530 AUGUST 21, 2007. THE VICTIM DISCOVERED
HER BLACK IPOD NANO AND CITI MASTERCARD WITH SHELL LOGO MISSING
FROM THE VICTIM'S UNLOCKED VEHICLE AT APPROXIMATELY 0530
ON AUGUST 21, 2007. THE ITEMS WERE TAKEN FROM THE CENTER
CONSOLE OF THE VICTIM'S VEHICLE. THE VICTIM STATED THERE
WERE NO OTHER ITEMS MISSING FROM THE VEHICLE. I ATTEMPTED
TO CONTACT RESIDENTS AT 7116, 7120, AND 7124 ELMFIELD DRIVE
EAST TO DETERMINE IF ANY POSSIBLE SUSPECTS COULD BE IDENTIFIED.
THERE WAS NO ANSWER TO ANY OF THE RESIDENCES THAT I VISITED.

VICTIM ADVISED "LYNN" WAS INVITED INTO HIS HOUSE BY HIS ROOMMATE,
VICTIM STATES THAT ON 8/06/07 AT APPROXIMATELY 02:35 HOURS,
"ALEX NELSON WEIGHT" (CELL # 614-515-3577) ON 8/4/07. VICTIM
A FEMALE KNOWN TO HIM ONLY AS "LYNN" USED HIS BUSINESS AND
PERSONAL DEBIT CARDS WITHOUT HIS CONSENT FOR TWO TRANSACTIONS
STATES "LYNN" STAYED THERE AND "PARTIED" WITH THEM, SPENDING
AT THE KROGER STORE AT THE ABOVE LISTED LOCATION. ONE TRANSACTION
THE NIGHT THAT NIGHT. VICTIM STATES THERE WERE NO PROBLEMS
THAT NIGHT. VICTIM STATES SHE SPENT THE NIGHT AGAIN ON 8/507,
WAS FOR $113.35 ON HIS BUSINESS DEBIT CARD AND THE OTHER
AND THAT WAS WHEN SHE TOOK HIS KEYS TO HIS VEHICLE AND HIS
WAS FOR $10.12 ON HIS PERSONAL DEBIT CARD. TOTAL LOSS WAS
WALLET WHILE HE AND HIS ROOMMATE WERE SLEEPING AND USED THE
DEBIT CARDS IN DUBLIN. VICTIM STATES "LYNN" THEN CAME BACK
TO THEIR HOUSE AFTERWARDS, AT WHICH TIME, HIS ROOMMATE, ALEX,
VICTIM HAS CANCELED THE CARDS AND THEY WERE DESTROYED BY
THE ISSUER, DELAWARE COUNTY BANK AND TRUST. VICTIM WAS UNABLE
TOOK THE VICTIM'S KEYS AND WALLET FROM HER AND GAVE THEM
BACK TO THE VICTIM. VICTIM STATES, HE ORIGINALLY JUST THOUGHT
TO PROVIDE THE CARD NUMBERS INVOLVED DUE TO THIS. HE WAS
ABLE TO PROVIDE COPIES OF HIS BANK STATEMENTS FOR EACH OF
SHE TOOK THE CASH THAT WAS IN HIS WALLET ($70-$80), SO WHEN
HE ASKED ABOUT IT, SHE RETURNED $40 TO HIM. VICTIM STATES
THOSE ACCOUNTS SHOWING THE UNAUTHORIZED TRANSACTIONS.
HE DID NOT WORRY TOO MUCH ABOUT THAT CASH AND HE WAS NOT
AWARE OF THE DEBIT CARD TRANSACTIONS AT THAT TIME. VICTIM
VICTIM HAD ALREADY MADE CONTACT WITH KROGER MANAGER, DAVID
OLNEY, PRIOR TO POLICE ARRIVAL AND THE TRANSACTION INFORMATION
STATES HE BELIEVES IT WAS THE FOLLOWING MONDAY THAT HE TOOK
"LYNN" TO BUDGET RENTAL TO GET A CAR BECAUSE SHE SAID SHE
WAS PROVIDED TO THE REPORTING OFFICER. MR. OLNEY ALSO PROVIDED
NEEDED ONE FOR 4 DAYS. VICTIM STATES HE AGREED TO CHARGE
VIDEO SURVEILLANCE OF THE TRANSACTION FOR $113. 35 TO THE
REPORTING OFFICER. THE SAME WAS IMPOUNDED AS EVIDENCE.
THE DEPOSIT OF $250.00 ON HIS DEBIT CARD WITH THE UNDERSTANDING

THAT SHE WOULD ONLY KEEP THE CAR 4 DAYS AND RETURN IT, WITH
THE TOTAL BILL THEN BEING $187.00 AND HE WOULD BE REFUNDED
THIS CASE WILL BE TURNED OVER TO THE DETECTIVE BUREAU FOR
THE REST OF THE DEPOSIT. VICTIM STATES "LYNN" HAD TO SHOW
HER DRIVER'S LICENSE TO THE INDIVIDUALS AT BUDGET RENTAL
AND THEY RECORDED HER INFORMATION. VICTIM STATES HE HAS
BEEN RECEIVING CALLS FROM BUDGET RENTAL NOW BECAUSE SHE HAS
NOT RETURNED THE CAR AND THEY ARE THREATENING TO FILE A WARRANT
FOR HIM IF HE DOESN'T RETURN IT. VICTIM STATES HE HAS CONTACTED
AN ATTORNEY ABOUT THIS MATTER BECAUSE HE HAS NO IDEA WHERE
THE CAR IS OR HOW TO GET IN TOUCH WITH "LYNN." VICTIM STATES
"LYNN" CALLED HIM ONCE AND THE PHONE NUMBER ON THE CALLER
ID SHOWED 614-599-1499, BUT HE HAS NOT BEEN ABLE TO REACH
HER ON THAT NUMBER. VICTIM STATES HE JUST RECENTLY LEARNED
OF THE CHARGES MADE ON HIS DEBIT CARDS AND HE DOES WISH TO
PURSUE CHARGES AGAINST HER FOR THIS.
UPON RECEIVING THE TRANSACTION INFORMATION FROM KROGER, REPORTING
OFFICER COULD READ THAT THE FEMALE HAD SIGNED THE NAME "LINDA
H." TO THE CREDIT SLIP FOR THE $113.35 TRANSACTION.
VICTIM HAD ADVISED THE BUDGET RENTAL THEY HAD GONE TO WAS
ON STELZER ROAD. REPORTING OFFICER CONTACTED THE MANAGER,
DONELL, AT THE BUDGET RENTAL LOCATED AT 1441 N. STELZER ROAD
(614-416-2708). HE WAS VERY FAMILIAR WITH THE VICTIM AND
THE SITUATION REGARDING THE VEHICLE THAT HAD NOT BEEN RETURNED.
HE PROVIDED THE NAME OF THE FEMALE AS LINDA HINKLE, OHIO
LICENSE NUMBER RU751665, DOB: 6-17-80. HE STATED THE PHONE
NUMBER HE HAD FOR HER WAS THE SAME AS THE VICTIM HAD PROVIDED,
BUT HE ALSO HAS BEEN UNABLE TO REACH ANYONE AT THAT NUMBER.
DONELL ADVISED THAT IT IS THERE POLICY TO PURSUE UNAUTHORIZED
USE CHARGES FOR VEHICLES THAT ARE NOT RETURNED, BUT HE DID
NOT INDICATE HOW LONG THEY USUALLY WAIT TO DO THAT. NO CHARGES
AT APPROXIMATELY 19:30 HOURS ON 8/21/07, REPORTING OFFICER
DROVE PAST THE ADDRESS LISTED ON MS. HINKLE'S DRIVER'S LICENSE,
8185 DUBLIN ROAD. A VEHICLE RESEMBLING THE BLUE CHEVY HHR

WAS SEEN PARKED IN FRONT OF THE HOUSE, BUT IT WAS TOO FAR
AWAY TO CONFIRM THE LICENSE PLATE NUMBER ON IT WHILE DRIVING
REPORTING OFFICER RELAYED ALL OF THE ABOVE INFORMATION TO
DET. SGT. C. HUNGLER #106. HE ADVISED HE WILL BE FOLLOWING
ON 08/21/07, MR. KULCHAR PARKED HIS VEHICLE IN THE PARKING
LOT OF CHIPOTLE GRILL AT APPROXIMATELY 15:00. MR. KULCHAR
RETURNED TO HIS VEHICLE AT APPROXIMATELY 15:45 AND NOTICED
THE TEMPORARY LICENSE PLATE WAS STOLEN. THE PLATE NUMBER
IS 1392-213, ISSUED THROUGH PENNSYLVANIA. THERE ARE NO SUSPECTS
AND NO WITNESSES. DUBLIN POLICE DISPATCHER #82 ADVISED THAT
THE LICENSE PLATE CAN NOT BE ENTERED INTO LEADS SINCE IT
WAS ISSUED BY A DEALER AND NOT REGISTERED IN PENNSYLVANIA.
MR. KULCHAR COMPLETED A WRITTEN STATEMENT.
ON AUGUST 20, 2007 BETWEEN THE HOURS OF 1115 AND 1130 THE
ON AUGUST 22, 2007 I FOLLOWED UP WITH SEVERAL BUSINESSES
VICTIM, LISA LATIER, STATED THAT SUSPECT(S) UNKNOWN TOOK
WHERE THE VICTIM'S CREDIT CARD WAS USED. I FIRST SPOKE WITH
HER WALLET WHILE SHE WAS AT THE ALADDIN'S RESTAURANT IN PERIMETER
PETE MAURO, AN EMPLOYEE AT BLOCKBUSTER IN AVERY SQUARE.
CENTER. THE CREDIT CARD WAS THEN USED AT THREE LOCATIONS
MR. MAURO STATED THAT THEY COULD HAVE SURVEILLANCE BUT IT
IN AVERY SQUARE WITHIN A 15 MINUTE TIME FRAME.
WOULD TAKE TIME TO LOOK THROUGH IT. HE WAS GIVEN MY BUSINESS
CARD AND STATED THAT HE WOULD CALL ME AS SOON AS HE FOUND
THE VICTIM STATED THAT SHE WAS AT ALADDIN'S TO PICKUP AN
ORDER AND THINKS SHE LEFT HER WALLET ON THE COUNTER AT THE
I THEN SPOKE WITH JAYLENE HENDERSON, AN EMPLOYEE AT BATH
RESTAURANT. THE VICTIM STATED SHE REALIZED IT WAS MISSING
AND BODYWORK. MS. HENDERSON STATED THAT THEY DO NOT HAVE
AT APPROXIMATELY NOON WHEN SHE WENT TO MAKE A PURCHASE AND
REALIZED THE WALLET WAS NOT IN HER PURSE. THE VICTIM IMMEDIATELY
SURVEILLANCE VIDEO BUT DID PRINT ME OFF A RECEIPT FROM THE
CALLED HER CREDIT CARD COMPANY AND ASKED THEM IF IT HAD BEEN

USE OF THE CREDIT CARD THAT INCLUDED A PHONE NUMBER THE SUSPECT
GAVE THE CLERK DURING THE PURCHASE. THAT PHONE NUMBER BELONGED
USED. THE CREDIT CARD COMPANY STATED IT HAD BEEN USED AT
BLOCKBUSTER FOR $87.50, HALLMARK FOR $52.29, AND BATH & BODYWORKS
TO A ZENA TROUT WHO RESIDES IN COLUMBUS. IN SPEAKING WITH
FOR $46.00. THE VICTIM IMMEDIATELY CANCELLED HER CREDIT
MS. TROUT SHE STATED SHE WAS IN WESTERVILLE AND GAHANNA THAT
CARD. THE CREDIT CARD COMPANY ALSO STATED THAT THE VICTIM
DAY BUT WAS NEVER IN DUBLIN AND DID NOT GO TO THE BATH AND
BODYWORKS STORE. MS. TROUT WAS COOPERATIVE AND PROVIDED
WOULD NOT BE RESPONSIBLE FOR THOSE CHARGES. THE VICTIM IS
GOING TO PROVIDE ME WITH AN ACCOUNT NUMBER FOR THE CREDIT
I NEXT SPOKE TO A LEEANN PRYOR AT THE HALLMARK STORE. MS.
PRYOR PROVIDED ME WITH A COPY OF THE SURVEILLANCE TAPE FROM
THE VICTIM PROVIDED A STATEMENT REGARDING THE INCIDENT.
THE 20TH. I AM IN THE PROCESS OF WORKING WITH A DETECTIVE
THE VICTIM'S OHIO DRIVERS LICENSE WAS ENTERED INTO LEADS
TO LOOK THROUGH THAT SURVEILLANCE VIDEO.
I SPOKE WITH THE GENERAL MANAGER, MEGAN PIATAK, AT THE ALADDIN'S
I WILL BE FOLLOWING UP WITH THE LOCAL BUSINESSES TO SEE IF
RESTAURANT. MS. PIATAK STATED THAT THEY DO NOT HAVE SURVEILLANCE
THEY HAVE ANY SURVEILLANCE AVAILABLE OR IF THEY HAVE MORE

BETWEEN 1630, 8/21/2007 AND 0730, 8/22/2007, A REFRIGERATOR/FREEZER
WAS TAKEN FROM THE RESIDENCE AT 5687 WILCOX RD. THE HOME
IS CURRENTLY BEING RENOVATED, AND THE UNIT WAS IN THE ATTACHED
THERE WERE NO SIGNS OF FORCED ENTRY. ONE OF THE GARAGE DOORS

THERE WERE SEVERAL TOOLS IN THE GARAGE AS WELL.
THE HOUSE AND GARAGE ARE SOMEWHAT SECLUDED FROM VIEW. NO
WEDNESDAY IN ORDER TO CLARIFY THE PRIOR REPORT TAKEN ON THIS INCIDENT
OFFICERS RESPONDED TO 7542 CHANCERY DRIVE TO A REPORT OF
A MAN AND FEMALE OUTSIDE THE APARTMENT FIGHTING. INFORMATION
IT SHOULD BE NOTED THAT WHEN THE MALE APPEARED AT THE TOP
GIVEN BY THE WITNESS, WHO WAS A MAINTENANCE WORKER, WAS THAT
OF THE STAIRS IN THE APARTMENT HE WAS ORDERED AT GUNPOINT
THEY WERE SWINGING AT EACH OTHER BEFORE THE MALE DRUG THE
TO FACE AWAY FROM THE OFFICERS AND GET DOWN ON HIS KNEES.
THE MALE COMPLIED AND HE WAS CHECKED FOR WEAPONS THEN MOVED
WOMAN BACK INTO THE APARTMENT, THEN YELLED OUT THE DOOR,
TO A CHAIR IN THE RESIDENCE WHILE THE OFFICERS INVESTIGATED
UPON MY ARRIVAL I KNOCKED ON THE APARTMENT DOOR BUT RECEIVED
NO ANSWER. THERE WERE SEVERAL PLASTIC BAGS ON THE CONCRETE
BY THE FRONT DOOR WHICH CONTAINED A PURSE AND OTHER MISCELLANEOUS
ITEMS. I CONTINUED TO KNOCK, THEN BEAT ON THE DOOR WHILE
ANNOUNCING MY PRESENCE BUT RECEIVED NO ANSWER, THE DOOR WAS
OFFICER SARA HALL ARRIVED AND A SHORT TIME LATER OFCR. NIMMO,
AND THEN SGT. FARMER. I HAD DISPATCH CHECK FOR A PHONE NUMBER
TO THE RESIDENCE BUT THERE WAS NO NUMBER LISTED. SGT. FARMER
WAS ABLE TO OBTAIN A MASTER KEY FOR THE APARTMENT FROM THE
OFFICE. IN ORDER TO CHECK ON THE WELFARE OF THE OCCUPANTS
THE DOOR WAS OPENED, NOT KNOWING IF THERE WERE WEAPONS INVOLVED
I DREW MY SERVICE WEAPON. I YELLED UP THE STAIRS ANNOUNCING
OUR PRESENCE AND TOLD THE OCCUPANTS TO SHOW THEMSELVES.
EVENTUALLY A MALE CAME TO THE TOP OF THE STAIRS BUT NO FEMALE.
THE MALE WAS ORDERED TO FACE AWAY AND GET DOWN ON HIS KNEES,
WHICH HE COMPLIED WITH. HE WAS PATTED DOWN FOR WEAPONS,
THEN MOVED TO A CHAIR IN THE LIVING ROOM AREA OF THE APARTMENT.
THE CHAIR WAS ALSO CHECKED FOR WEAPONS BEFORE THE MALE WAS

THE SUBJECTS WERE IDENTIFIED AS DAVID RYAN AND DAWN WIMER.
BOTH CLAIMED THAT THE ARGUMENT HAD BEEN VERBAL ONLY AND ADMITTED
THAT THEY HAD BEEN YELLING AND CURSING LOUDLY AND SWINGING
THERE ARMS, BUT NEITHER HAD BEEN STRUCK AND NO THREATS WERE
MADE. NEITHER SHOWED ANY SIGNS OF AN ASSAULT. DAVID RYAN
STATED THAT HE WAS BEING EVICTED AND THE ARGUMENT STARTED
WHEN DAWN WANTED HIM TO TAKE HER TO AN EX-BOYFRIEND'S IN
AFTER SPEAKING WITH THE SUBJECTS I WENT TO THE MAIN OFFICE
AND OBTAINED A WRITTEN STATEMENT FROM THE WITNESS GREGORY
DAN PEELE REPORTED THAT DURING THE ABOVE TIME FRAME UNKNOWN
PERSON(S) REMOVED THE CONDO'S AIR CONDITIONING UNIT FROM
THE BACK OF THE RESIDENCE. THE SUSPECT(S) ALSO GAINED ENTRY
DAN PEELE WILL BE PROVIDING THE MODEL AND SERIAL NUMBERS
OF THE A/C UNIT AND FURNACE. DET. SGT. HUNGLER, AND DETECTIVES

ONLINE SHE NOTICED FOUR CHECKS THAT SHE HAD NOT WRITTEN.
THE FIRST CHECK WAS WRITTEN ON 8/11/2007 TO TARGET IN LOUISVILLE,
KENTUCKY FOR THE AMOUNT OF $237.10. THE SECOND CHECK WAS
WRITTEN ON 8/11/2007 TO WALGREENS IN LOUISVILLE, KENTUCKY
FOR THE AMOUNT OF $129.47. THE VICTIM'S DRIVER'S LICENSE
NUMBER APPEARS ON THE TOP CENTER OF THIS CHECK. THE FINAL
TWO CHECKS WERE POSTED TO HER ONLINE ACCOUNT ON 8/14/2007
AND WERE WRITTEN TO TWO WALMART LOCATIONS IN GEORGIA IN THE
AMOUNTS OF $390.15 AND $275.52, RESPECTIVELY.
IN THE UPPER LEFT HAND CORNER OF EACH OF THE CHECKS WAS THE
VICTIM'S NAME, OLD ADDRESS AND A PHONE NUMBER SHE DID NOT
RECOGNIZE. THE PHONE NUMBER ON THE CHECKS WAS "419-898-8331."
A CHECK FOR THIS PHONE NUMBER IN WHITEPAGES YIELDS INFORMATION
THAT INDICATES IT IS A LANDLINE, BUT HAS NO OWNERSHIP OR
BILLING INFORMATION. THE VICTIM ALSO ADVISED THAT SHE DID
NOT SIGN ANY OF THE CHECKS, BUT THE SIGNATURE IS FOR HER
THE VICTIM PROVIDED A VOLUNTARY WITNESS STATEMENT AND COPIES
OF THE CHECKS SHE PRINTED FROM THE INTERNET.
THE VICTIM STATED THAT SHE DID NOT AUTHORIZE ANYONE TO USE

TO USE HER CHECKS. THE VICTIM HAS CLOSED THE BANK ACCOUNT
FROM WHICH THE CHECKS WERE WRITTEN AND HAS REQUESTED COMPENSATION
FOR THE MISUSE OF HER ACCOUNT. THE VICTIM HAS CONTACTED
TO BMV TO CHANGE HER LICENSE NUMBER.
THE VICTIM HAD NO INDICATION THAT HER CHECKS HAD BEEN STOLEN,
NOR THAT THE FORGERY ON HER CHECKS OCCURRED WITHIN DUBLIN.
THE VICTIM WAS PROVIDED WITH A IDENTITY THEFT INFORMATION
OFC. PATRICK CHARGED SUBJECT WITH POSS. OF DRUGS, NO OPS, AN FICTITIOU
S PLATES ON 8-23-07 AROUND 12:21 AM. SUBJECT WAS RELEASED TO JAIL.
RP STATES THAT SHE WAS THE VICTIM OF AN INTERNET CRIME.
ON AUGUST 10, 2007 SHE PLACED AN ORDER WITH A COMPANY LOCATED
IN MISSOURI. SHE USED HER CHASE DEBIT CARD TO COMPLETE THE
TRANSACTION OVER THE INTERNET. AFTER APPROXIMATELY 10 DAYS
SHE HAD NOT RECEIVED HER PURCHASE. SHE ATTEMPTED TO CONTACT
THE COMPANY NUMEROUS TIMES WITHOUT RESULT. SHE LATER DISCOVERED
THAT THE COMPANY IN QUESTION HAS NUMEROUS COMPLAINTS FOR
ACCEPTING FUNDS AND FAILING TO DELIVER MERCHANDISE.
RP WAS INFORMED THAT THE CASE WAS A CIVIL MATTER OUTSIDE
OF DUBLINS JURISDICTION AND REFERRED TO THE MISSOURI ATTORNEY
GENERALS OFFICE. AN INCIDENT REPORT WAS TAKEN TO DOCUMENT
ON 8-23-07 AT APPROXIMATELY 1341 SHANE R. HARRIS WAS DELIVERING
A FEDERAL EXPRESS PACKAGE TO 8743 FINLARIG DR WHEN HE WAS
BITTEN BY A 10-12 POUND LONG HAIRED CHOCOLATE DASHOUND DOG
MR. HARRIS STATES HE WAS STANDING ON THE FRONT PORCH TALKING
TO THE HOMEOWNER, JENNIFER SAUER, WHEN MRS. SAUERS'S DOG
WAS BARKING AND CAME OUT OF THE HOUSE ONTO THE PORCH. MR.
HARRIS WENT ON TO SAY HE SHIELDED HIMSEF FROM THE DOG BY
HOLDING A LARGE BOX BETWEEN HIM AND THE DOG AS THE DOG EXITED
THE HOUSE. HE STATES THE DOG CAME AROUND THE BACK OF HIM
AND BIT HIM ON THE RIGHT LEG, IN THE AREA BEHIND THE KNEE.

DOESN'T BITE. SHE WENT ON TO SAY THE DOG THEN EXITED THE
HOUSE AND AS THE DOG EXITED MR. HARRIS QUICKLY TURNED THE
LARGE BOX TO HIS LEFT AND HIT THE REAR END OF THE DOG. THAT'S
WHEN THE DOG WENT BEHIND MR. HARRIS AND "NIPPED" HIM.
NO OTHER WITNESSES. BOTH PARTIES WERE GIVEN THE INCIDENT
NUMBER AND A PHONE NUMBER FOR THE DUBLIN POLICE ADMINISTRATION
OFFICES TO AQUIRE COPIES OF THE REPORT IF NEEDED. MR. HARRIS
STATED HE DID NOT WANT TO ATTEMPT CRIMINAL CHARGES BUT ONLY

AND LEFT A MESSAGE WITH THE DOG BITE REPRESENTATIVE ABOUT
THE INCIDENT. FRANKLIN COUNTY HEALTH CALLED BACK AND LEFT
A MESSAGE FOR OFFICER RUDY EXPLAINING THAT DELAWARE COUNTY
HEALTH WOULD HANDLE THE DOG BITE INCIDENT. OFFICER RUDY
CALLED THE DELAWARE COUNTY HEALTH DEPARTMENT AND SPOKE TO
THE DOG BITE REPRESENTATIVE, "MARK," AND EXPLAINED THE INCIDENT
AND GAVE MARK ALL THE INFORMATION ON THE REPORT. A COPY
OF THE DUBLIN REPORT WAS FAXED TO DELAWARE COUNTY GENERAL
HEALTH DISTRICT AT FAX NUMBER 740-368-1736.
OFFICER RUDY CALLED THE DOG OWNER AND EXPLAINED TO HER THAT
HER DOG WOULD NEED TO STAY ON THE PREMISES UNDER SUPERVISION

HARRIS VIA PHONE CALL, THAT IT WAS A CIVIL MATTER AND IF

SEAT OF THE UNLOCKED VEHICLE. THE VICTIM ADVISED THAT ON
8-22-2007 HE PARKED HIS VEHICLE OUTSIDE OF 6700 PERIMETER
LOOP ROAD BETWEEN 1930 AND 2000 HOURS WHILE HE SHOPPED INSIDE.
HE RETURNED HOME AFTER SHOPPING AND PARKED IN HIS DRIVEWAY.
THE VICTIM DOES NOT BELIEVE THAT THE ITEMS WERE STOLEN IN
HIS DRIVEWAY BETWEEN APPROXIMATELY 2010 AND 1430 HOURS, ALTHOUGH
HE DID ADVISE THAT THE VEHICLE WAS LEFT UNLOCKED.
THE VICTIM STATED THAT THERE WERE TWO MALE WHITE EMPLOYEES
NEAR THE CART RETURN STATION WHEN HE WENT INTO 6700 PERIMETER
LOOP ROAD. THE MALES WERE ESTIMATED AT 15-17 YEARS OLD,
ONE HAD BLONDE HAIR AND THE OTHER HAD LONG, DARK HAIR. THE
VICTIM ADVISED THAT AS HE EXITED THE STORE AND WALKED TOWARD
HIS VEHICLE THE TWO MALES IMMEDIATELY LEFT THE AREA NEAR
ON 8-23-2007 OFFICER TABERNIK WENT TO 6700 PERIMETER LOOP
ROAD TO REVIEW THE PARKING LOT SURVEILLANCE TAPE. DURING
THE TIME PERIOD IN QUESTION, THE ONLY PEOPLE SEEN NEAR THE
VEHICLE WERE THE VICTIM AND HIS FRIEND.
ON 8/23/07 AT 2028 HOURS DUBLIN POLICE WERE DISPATCHED TO
95 CORBINS MILL DRIVE REGARDING A DOMESTIC VIOLENCE INCIDENT.
UPON ARRIVAL, OFFICER KRUMM MADE CONTACT WITH THE SUSPECT,
IDENTIFIED AS JUSTIN PARKER, AND PLACED HIM IN CUSTODY. OFFICER
LAWS MADE CONTACT WITH THE VICTIM, IDENTIFIED AS KATHRYN
LARKIN. MS. LARKIN ADVISED THAT SHE AND HER LIVE IN BOYFRIEND,
MR. PARKER, WERE INVOLVED IN A PHYSICAL CONFRONTATION. MS.
LARKIN FURTHER ADVISED THAT SHE AND HER FRIEND, JOSHUA BIGLER,
WERE SLEEPING ON THE COUCH WHEN MR. PARKER ARRIVED AT THE
RESIDENCE. MS. LARKIN ADVISED THAT MR. PARKER GRABBED HER
BY THE SHOULDERS AND THREW HER ONTO THE FLOOR AND TOLD MR.
BIGLER AND DARRELL JONES, ANOTHER FRIEND WHO WAS PRESENT,
TO LEAVE THE RESIDENCE. MS. LARKIN ADVISED THAT BOTH MR.
BIGLER AND MR. JONES DID LEAVE. MS. LARKIN FURTHER ADVISED
THAT MR. PARKER PICKED HER UP OFF THE FLOOR AND SHOVED HER
INTO THE WALL. MS. LARKIN ADVISED THAT MR. PARKER THEN THREW
HER BACK ONTO THE COUCH AND BEGIN TO STRANGLE HER WITH BOTH

THAT MR. PARKER LET GO AND SHE ATTEMPTED TO GET UP AT WHICH
POINT MR. PARKER BEGIN STRANGLING HER AGAIN WITH BOTH HANDS
AROUND THE FRONT OF HER THROAT. MS. PARKER ADVISED THAT MR.
PARKER STOPPED AND AS SHE BEGAN TO GET UP AGAIN, MR. PARKER
BEGAN STRANGLING HER A THIRD TIME. MS. LARKIN ADVISED THAT
SHE DID KICK AND SHOVE MR. PARKER SEVERAL TIMES TO GET HIM
OFF OF HER. MS. LARKIN ADVISED AT THIS POINT DUBLIN POLICE
ARRIVED AND MR. PARKER STOPPED, WENT TO THE DOOR, AND OPENED
IT TO SPEAK WITH OFFICER KRUMM. MS. LARKIN ADVISED THAT SHE
DID NOT LOSE CONSCIOUSNESS AT ANY POINT. MS. LARKIN ADVISED
THAT MR. PARKER DID NOT MAKE ANY VERBAL THREATS. MS. LARKIN
CLAIMED AND DID HAVE VISIBLE INJURY TO HER THROAT WHICH HAD
VISIBLE RED MARKS, TO HER LEFT ELBOW WHICH WAS BLEEDING,
AND TO HER LEFT FOREARM WHICH CONSISTED OF A RUG BURN. MS.
LARKIN DID REFUSE MEDICAL ATTENTION.
OFFICER KRUMM SPOKE WITH MR. PARKER ABOUT THE INCIDENT. MR.
PARKER ADVISED HE ARRIVED AT HIS RESIDENCE AND SAW MR. BIGLER
AND MS. LARKIN SLEEPING ON THE COUCH TOGETHER. MR. PARKER
ADVISED HE HAD A VERBAL CONFRONTATION WITH MR. BIGLER AND
MR. JONES, WHO WAS ALSO PRESENT, ADVISING THEM TO LEAVE THE
RESIDENCE. MR. PARKER ADVISED THAT MR. JONES AND MR. BIGLER
DID LEAVE THE RESIDENCE. MR. PARKER FURTHER ADVISED THAT
HE BEGAN TO RESTRAIN MS. LARKIN BY GRABBING HER WRIST AND
LAYING ON TOP OF HER TO PREVENT HER FROM LEAVING. MR. PARKER
ADVISED THAT HE DID GRAB MS. LARKIN'S FEET AND PULLED HER
OFF OF THE COUCH. MR. LARKIN ALSO ADVISED THAT HE DID GRAB
MS. LARKIN ACCIDENTALLY BY THE THROAT, HOWEVER MR. PARKER
ADVISED HE ONLY GRABBED MS. LARKIN'S THROAT ONCE RATHER THAN
THREE TIMES AS MS. LARKIN CLAIMED. MR. PARKER ADVISED THAT
MS.LARKIN DID KICK AND SHOVE HIM SEVERAL TIMES, BUT WAS NOT
SPECIFIC AS TO WHERE. MR. PARKER DID NOT CLAIM OR HAVE ANY
CORPORAL RICE SPOKE WITH JOSHUA BIGLER ABOUT THE INCIDENT.
MR. BIGLER ADVISED THAT HE WAS ON THE COUCH SLEEPING WITH

DID NOT SEE MS. LARKIN STRIKE MR. PARKER AT ANY POINT. MR.

MS. LARKIN. MR. BIGLER ADVISED THAT HE DID NOT HAVE ANY PHYSICAL
CORPORAL RICE SPOKE WITH DARRELL JONES ABOUT THE INCIDENT.
MR. JONES ADVISED THAT HE WAS WATCHING TELEVISION AND MR.
BIGLER AND MS. LARKIN WERE SLEEPING ON THE COUCH WHEN MR.
PARKER ARRIVED AT THE RESIDENCE. MR. JONES FURTHER ADVISED
THAT MR. PARKER THREW MS. LARKIN ONTO THE FLOOR AND TOLD

911 AND WATCHED THE CONFRONTATION THROUGH A BACK WINDOW.
MR. JONES ADVISED THAT HE WITNESSED MR. PARKER PUSH MS. LARKIN
SEVERAL TIMES. MR. JONES ADVISED THAT HE DID NOT SEE MS.
LARKIN STRIKE MR. PARKER. MR. JONES FURTHER ADVISED THAT
HE DID NOT SEE MR. PARKER STRANGLE MS. LARKIN. MR. JONES
ADVISED THAT HE DID NOT HAVE A PHYSICAL CONFRONTATION WITH
AFTER SPEAKING WITH ALL PARTIES INVOLVED, IT WAS DETERMINED
THAT MR. PARKER WAS THE PRIMARY PHYSICAL AGGRESSOR. MR. PARKER
WAS ARRESTED FOR DOMESTIC VIOLENCE AND ASSAULT. MR. PARKER
WAS PROCESSED AT THE DUBLIN JUSTICE CENTER AND TAKEN TO THE
FRANKLIN COUNTY JAIL. MS. LARKIN, MR. BIGLER, AND MR. JONES
COMPLETED STATEMENTS. OFFICER LAWS TOOK PHOTOS OF MS. LARKIN
AND HER SUSTAINED INJURIES. OFFICER LAWS ALSO TOOK PHOTOS
OF MS. LARKIN'S COUCH, WHICH CONSISTED OF THREE BLOOD STAINS
THAT MS. LARKIN CLAIMED TO BE HERS. OFFICER LAWS GAVE MS.
LARKIN A CRIME VICTIM'S INFORMATION CARD AND EXPLAINED HOW
TO GET A PROTECTION ORDER IF DESIRED. MS. LARKIN DID ADVISE

OFFICER LAWS AND CORPORAL RICE THAT SHE DID NOT WANT TO PURSUE
DOMESTIC VIOLENCE OR ASSAULT CHARGES.
AT 0425 ON AUGUST 23, 2007, MS. KERRY MASSEY (VICTIM) CALLED
UPON RETURNING TO WORK FROM DAYS OFF, I HAD TWO EMAILS AND
A VOICEMAIL FROM MS. MASSEY ASKING ME TO CONTACT MR. WILSON
THE DUBLIN POLICE DEPARTMENT TO REPORT AN ASSAULT AGAINST
HER. SHE SAID THAT ON AUGUST 19, 2007, AT APPROXIMATELY
REGARDING THE WARRANTS. AT APPROXIMATELY 2315 ON 8/27/07
2145, SHE WAS CHOKED AND FORCED OUT OF A HOTEL ROOM BY HER
I REACHED HIM AT 859-750-7312. HE SAID HE WAS OUT OF STATE
IN DETROIT, MI. HE DENIED ANY ASSAULT AND SAID THE ALLEGATIONS
COME AS A COMPLETE SURPRISE. HE SAID HE WOULD TURN HIMSELF
IN ON THURSDAY OR FRIDAY EVENING AND WOULD HAVE NO ADDTIONAL
VICTIM SAID THAT SHE HAS KNOWN THE SUSPECT FOR ABOUT 10 YEARS.
CONTACT WITH MS. MASSEY. I EMAILED MS. MASSEY TO ADVISE
SHE FURTHER STATED THAT IN JANUARY OF THIS YEAR, THEY HAD
MOVED IN TOGETHER IN BOONE COUNTY KENTUCKY IN JANUARY OF
2007 WITH THE INTENT TO ESTABLISH A LONGTERM DOMESTIC RELATIONSHIP.
SHE SAID THE RELATIONSHIP DID NOT WORK OUT AND THAT SHE MOVED
SINCE THAT TIME SHE HAS BEEN IN CONTACT WITH HIM PERIODICALLY.
SHE ALLEGES THAT THERE WERE SEVERAL INCIDENTS WHERE HE HAS
PHYSICALLY ASSAULTED HER IN THE PAST. ON MARCH 27, 2007,
SHE FILED A DOMESTIC VIOLENCE REPORT WITH THE BOONE COUNTY
SHERIFF'S OFFICE ALLEGING AN ASSAULT BY THE SUSPECT. THE
CASE# IS 07-004391 AND IS CURRENTLY MARKED INACTIVE DUE TO
THE INABILITY OF THE INVESTIGATING OFFICER TO CONTACT MS.
MASSEY. SHE ALSO ALLEGED THAT IN JULY OF 2007, SHE HAD FLOWN
TO ST. CHARLES, MO. TO MEET HIM. DURING HER STAY, HE ALLEGEDLY
HEADBUTTED HER CAUSING CUTS TO BOTH HER LIPS. SHE SAID ON
THAT OCCASION SHE DROVE A RENTAL CAR BACK TO OHIO AND WHEN
SHE GOT HOME HE WAS ALREADY THERE WAITING FOR HER. SHE SAYS
THAT SINCE THAT TIME SHE HAS TRIED TO BREAK OFF THEIR RELATIONSHIP
AND AVOID HIM, BUT THAT HE WON'T QUIT CONTACTING HER. SHE

SAID SHE HAS CHANGED HER CELL PHONE NUMBER FIVE TIMES. SHE
ALSO RELATED ANOTHER INCIDENT THAT HAPPENED RECENTLY WHERE
HE SHOWED UP AT A HOTEL THAT SHE WAS STAYING AT FOR BUSINESS,
AND HE STOLE HER CELL PHONE, ONLY RETURNING IT AFTER SHE
HAD CALLED THE POLICE. THE VICTIM HAS ONLY FILED A FORMAL
POLICE REPORT FOR THE INCIDENT IN KY.
AS FOR THE DOMESTIC VIOLENCE INCIDENT IN DUBLIN, MS. MASSEY
SAID SHE AGREED TO GO TO DUBLIN WITH THE SUSPECT TO CELEBRATE
HIS BIRTHDAY. SHE SAID HE PICKED HER UP IN READING, OH AND
DROVE HER TO DUBLIN WHERE HIS COMPANY IS PUTTING HIM UP AT
THE MARRIOTT NW HOTEL. SHE SAID THEY WENT OUT FOR DINNER
AND DRINKS, AND LATER HAD SEXUAL RELATIONS IN HIS ROOM.
SHE SAID THE NEXT DAY THERE WAS A LOT OF TENSION, BUT THAT
THEY DID GO OUT AGAIN THAT EVENING TO LONGHORN STEAKS (ADJACENT
TO HOTEL) WHERE THEY HAD DINNER AND MORE DRINKS. SHE SAID
THEY WERE NOT GETTING ALONG SO SHE RETURNED TO THE HOTEL.
SHE SAID SHE WAITED AT ROOM 331 AND WHEN HE CAME BACK, HE
WAS VERBALLY ABUSIVE TO HER AND TOLD HER TO GET OUT. SHE
SAID WHILE SHE WAS IN THE PROCESS OF REMOVING HER THINGS
FROM THE ROOM, HE GRABBED HER BY THE THROAT AND THREW HER
OUT INTO THE HALLWAY WITHOUT ANY OF HER THINGS. SHE SAID
HE THEN LEFT THE AREA AND LEFT HER WITH NO WAY TO GET BACK
INTO THE ROOM. SHE SAID SHE CONTACTED THE MANAGER, KELLY
MARQUART (WIT), FOR ASSISTANCE IN GETTING INTO THE ROOM.
MS. MARQUART CALLED THE SUSPECT AND RECEIVED PERMISSION FOR
THEM TO LET HER IN TO RETRIEVE HER PERSONAL ITEMS. MS. MARQUART,
ALONG WITH HOUSEKEEPER MARIA VILLARREAL (WIT), ACCOMPANIED
MS. MASSEY TO ROOM 331 TO RETRIEVE HER PERSONAL ITEMS. MS.
MASSEY THEN CALLED HER BROTHER OR BROTHER IN LAW, TO COME
PICK HER UP. SINCE HE WAS COMING FROM CINCINNATI AND MS.
MASSEY WAS VERY AFRAID, THE HOTEL PUT HER IN ROOM 317 AT
NO CHARGE UNTIL HER RIDE ARRIVED. SHE LEFT THE HOTEL AT
APPROXIMATELY 2300 AND HAD NO FURTHER CONTACT WITH THE SUSPECT
I ASKED MS. MASSEY TO COME TO DUBLIN TO FILE AN OFFICIAL
REPORT AND ALLOW US TO SEE HER INJURIES. SHE SAID SHE WOULD

ARRANGE FOR A RIDE AND WOULD COME UP THAT DAY.
AT 0600 I CALLED THE MARRIOTT HOTEL TO SEE WHEN I COULD INTERVIEW
THE HOTEL STAFF WHO HAD BEEN INVOLVED IN THE INCIDENT. THE
PERSON WHO ANSWERED THE PHONE (JOHN TUTTLE-WIT) IMMEDIATELY
SAID, "I KNOW WHAT THIS IS ABOUT." ACCORDING TO MR. TUTTLE,
PRIOR TO CALLING THE POLICE DEPARTMENT ON AUGUST 23, 2007,
MS. MASSEY HAD CALLED THE MARRIOTT HOTEL FRONT DESK AND SPOKE
WITH MR. TUTTLE. ACCORDING TO MR. TUTTLE, THE VICTIM TRIED
TO GET HIM TO CONTACT THE POLICE, STATING THAT MR. WILSON
HAD LARGE QUANTITIES OF DRUGS IN THE ROOM AND WARRANTS FOR
HIS ARREST. MR. TUTTLE SAID HE TOLD HER THAT HE WOULD NOT
CALL, BUT THAT HE GAVE HER THE NUMBER TO REACH THE DUBLIN
AT APPROXIMATELY 1045 ON AUGUST 23. MS. MASSEY CAME TO THE
DUBLIN JUSTICE CENTER AND WAS INTERVIEWED BY OFFICER GREG
LATTANZI #113. HE TOOK A WITNESS STATEMENT FROM HER AND
ON AUGUST 23 AT 2230, I CONTACTED MS. MARQUARD AND MR. TUTTLE
AT MARRIOTT NW AND TOOK WITNESS STATEMENTS FROM THEM. MS.
MARQUARD CONFIRMED THE BASIC STORY WITH ONLY A FEW NON-SUBSTANTIAL
DIFFERENCES. MS. MARQUART ALSO SAID THAT MS. MASSEY APPEARED
UNDER THE INFLUENCE OF ALCOHOL AT THE TIME BASED ON HER BLOODSHOT
EYES AND UNSTABLE WALKING. MS. MARQUART DID SAY THAT THE
VICTIM ALLEGED THAT SHE WAS STRANGLED, BUT THAT THE ALLEGATION
WAS MADE ON THE PHONE FROM HER ROOM JUST BEFORE SHE LEFT
I CALLED THE VICTIM AT 0057 ON AUGUST 24 TO LEFT A MESSAGE
TO LET HER KNOW I WAS IN A POSITION TO FILE ARREST WARRANTS
BUT THAT I NEEDED TO CLARIFY A COUPLE OF DETAILS FIRST.
MY SHIFT ENDED AND I HAD NOT RECEIVED A RETURN CALL.
ON AUGUST 24 AT 2130, I INTERVIEWED MS. VILLARREAL. HER
VERSION ALSO MATCHED THAT OF MS. MASSEY AND MS. MARQUART,
ALTHOUGH MS. VILLARREAL SAID THAT WHEN THEY WERE IN THE ROOM
RETRIEVING HER ITEMS SHE HEARD MS. MASSEY SAY THAT SHE HAD
NEITHER MS. MARQUART NOR MS. VILLARREAL HAD NOTICED ANY INJURIES

TO THE VICTIM THAT NIGHT. THEY BOTH SAID SHE WAS VERY UPSET
AND FEARFUL DURING THEIR INTERACTION WITH HER.
I CALLED MS. MASSEY AGAIN AT 2220 ON AUGUST 24TH AND LEFT
ANOTHER MESSAGE FOR HER. AT 2257 SHE RETURNED MY CALL, BUT
THE CONVERSATION WAS CUT SHORT WHEN SHE SAID SHE WAS BEING
PULLED OVER BY THE POLICE. SHE SAID SHE WOULD CALL ME BACK
AT 0045 I CALLED MS. MASSEY AND CLARIFIED SOME PORTIONS OF
HER STATEMENT. I QUESTIONED HER ABOUT THE MANNER IN WHICH
SHE WAS ASSAULTED. SHE SAID HE GRABBED HER FROM THE FRONT
WITH ONE HAND AND SQUEEZED HARD ENOUGH TO CAUSE PAIN AND
LEAVE BRUISES ON HER NECK. SHE SAID HE DID NOT CUT OFF HER
AIR AND SHE DID NOT LOSE CONSCIOUSNESS. SHE SAID HE THEN
FORCED HER OUT OF THE ROOM AGAINST HER WILL BY PUSHING HER
WHILE STILL GRIPPING HER THROAT AND NECK. I ASKED HER IF
ALL THE BLEMISHES PICTURED IN THE PHOTOS WERE FROM THE ASSAULT,
AND SHE SAID THE BRIGHT RED SPOTS WERE FROM HER SCRATCHING
THE AREA BECAUSE IT WAS SORE AND ITCHY FROM THE ASSAULT.
SHE SAID THE DARKER BRUISE WAS FROM THE ASSAULT. I ALSO
CLARIFIED THAT THEIR RELATIONSHIP MET THE CRITERIA FOR DOMESTIC
VIOLENCE. SHE SAID THAT WHEN THEY LIVED TOGETHER IN KENTUCKY
FOR TWO MONTHS IN JANUARY OF 2007, THEY LIVED AS HUSBAND
AND WIFE. SHE SAID THE ONLY THING ABSENT WAS THE MARRIAGE
LICENSE. I EXPLAINED THAT THE WARRANTS WOULD BE FILED WITHIN
A FEW HOURS AND THAT HE WOULD BE ARRESTED IF CONTACTED BY
LAW ENFORCEMENT AFTER THEY WERE ON FILE. I THEN WENT TO
THE FRANKLIN CO CLERK OF COURTS TO FILE THE PAPERWORK.
AS OF 0230 ON AUGUST 25TH THE WARRANTS WERE FILED WITH FRANKLIN
COUNTY. AT 0258 THEY WERE ENTERED INTO LEADS. CASE NUMBER
IS 07-21540-1 AND 07-21540-2. I EMAILED MS. MASSEY TO ADVISE
HER OF THE WARRANTS. I ALSO PUT A NOTE IN THE WARRANT FILE
REQUESTING THAT SHE BE CONTACTED BY PHONE AND EMAIL UPON
HIS ARREST SO SHE COULD SEEK A PROTECTION ORDER.
SUICIDE ATTEMPT. TRANSPORTED BY MEDIC TO OSU HOSPITAL
ON 8/24/07 DUBLIN POLICE WERE DISPATCHED TO 4980 DUNKERRIN
CT. IN REFERNCE TO A SUICIDE ATTEMPT. UPON ARRIVAL I WAS

MET BY CAROL HUMMEL WHO ADVISED HER SON, NICHOLAS HAD ATTEMPTED
SUICIDE. CAROL ADVISED HER SON HAD BEEN DEPRESSED AND TAKEN
A LARGE AMOUNT OF MOTRIN. AS I ENTERED THE KITCHEN I OBSERVED
NICHOLAS LAYING ON THE FLOOR. NICHOLAS ADMITTED TO TAKING
33 MOTRIN AND DRINKING HALF A LITER OF VODKA. NICHOLAS ADVISED
HE HAS BEEN DEPRESSED HIS ENTIRE LIFE, BUT HAD NO SPECIFIC
NICHOLAS WAS TRANSPORTED BY MEDIC 92 AND ADMITTED WITH AN
EMERGENCY ADMISSION PINK SLIP TO OSU HOSPITAL. BOTH PARENTS
OFFICERS RESPONDED TO THE LISTED ADDRESS TO ASSIST WTFD MEDICS.
THE REPORTING PARTY HAD CONTACTED WTFD FOR MEDICAL ASSISTANCE
FOR HER FATHER WHO ALSO LIVES AT THE ADDRESS. HE WAS TRANSPORTED TO
FOR HER FATHER WHO ALSO LIVES AT THE ADDRESS. THE REPORTING
PARTY STATED HER FATHER WAS HALLUCINATING AND BEING COMBATIVE.
WHEN OFFICERS ARRIVED, THE REPORTING PARTY WAS STANDING OUTSIDE
THE RESIDENCE. SHE ADVISED THAT HER FATHER WAS INSIDE THE
HOME AND HAD BEEN TAKING HIS MEDICINE AS PRESCRIBED INCLUDING
LEXIPRO DAILY. SHE ALSO ADVISED THAT HER FATHER HAD NOT
MADE ANY THREATS OF VIOLENCE TO ANY PERSON IN THE HOUSE AND
DID NOT HAVE ANY WEAPONS. SHE STATED HE HAD BEEN VERY ARGUMENTATIVE
ALL MORNING WITH HER. SHE ALSO STATED HE HAD SAID "I JUST
WANT TO DIE" BUT DID NOT MAKE ANY OTHER THREATS OR ATTEMPT
TO HARM HIMSELF. SHE STATED THAT SHE DID NOT BELIEVE HE
WOULD HARM HIMSELF. SHE ADVISED SHE CONTACTED HIS DOCTOR
WHO ADVISED CALLING 911. SHE STATED HE HAD BEEN UNDER THE
CARE OF A DOCTOR FOR SEVERAL CHRONIC MEDICAL CONDITIONS,
WTFD MEDICS MADE CONTACT WITH THE VICTIM INSIDE THE HOME.
HE WAS CALM AND DID NOT MAKE ANY THREATS. THE MEDICS COMPLETED
THEIR INITIAL CONTACT AND THE VICTIM AGREED TO BE TRANSPORTED
TO THE HOSPITAL VOLUNTARILY FOR EVALUATION. WTFD MEDIC 95
THEN TRANSPORTED THE VICTIM TO RIVERSIDE HOSPITAL. THE REPORTING
PARTY CONTACTED THE VICTIM'S DOCTOR BY PHONE AND ADVISED
THEY WOULD BE EN ROUTE. THE REPORTING PARTY AND VICTIM'S

WIFE THEN FOLLOWED THE AMBULANCE TO RIVERSIDE HOSPITAL.
BASED ON THE VERY LIMITED AND VEILED THREAT OF HARMING HIMSELF
BY THE VICTIM, AS WELL AS HIS WILLINGNESS TO BE TAKEN TO
THE HOSPITAL AND LACK OF ANY THREATS OR ACTIONS AGAINST ANY
ONE ELSE IN THE HOME, OFFICERS DID NOT COMPLETE AN INVOLUNTARY
ADMISSION. THE VICTIM AGREED TO VOLUNTARILY SEE A DOCTOR
FOR EVALUATION OF HIS CONDITION AND MEDICATIONS TAKEN.
WEDNESDAY MS. DALLAS (VICTIM) STATES THAT ON 8-22-07 AFTER 1900, FRANK
TOCCI ASSAULTED HER AT AN UNKNOWN WOODED AREA THAT HAD A
PORTA-POTTY. SHE STATES THAT FRANK TOCCI PICKED HER UP
AND TOOK HER TO AN APPLEBEES RESTAURANT, BUT WHEN THEY ARRIVED
THE HAPPY HOUR WAS OVER AND THEY LEFT WITHOUT ENTERING.
SHE WENT ON TO SAY THAT FRANK TOCCI TOOK HER TO SEE WHERE
HIS MOTHER'S HOUSE WAS AND WHERE HE GREW UP. MS. DALLAS
ALSO STATES THAT AFTER THEY LEFT HIS MOTHER'S HOUSE, WITHOUT
GOING IN, MR. TOCCI TOOK HER TO AN UNKNOWN LOCATION AND ASKED
FOR SEX. SHE STATES SHE REFUSED AND ASKED TO BE TAKEN HOME,
BUT MR. TOCCI STARTED TO HIT HER ON THE RIGHT SIDE OF HER
HEAD WITH HIS FIST. SHE ALSO STATES HE KEPT HER THERE FOR
THREE HOURS. MS. DALLAS TOLD OFFICER RUDY SHE RECEIVED SEVERAL
SCRAPES TO THE RIGHT SIDE OF HER FACE AND THE MARKS ON HER
LEFT FACE HAVE ALWAYS BEEN THERE. MS. DALLAS HAD A LARGE
BRUISE ON HER LEFT ELBOW. PICTURES WERE TAKEN OF MS. DALLAS'
MS. DALLAS STATED SHE MET MR. TOCCI AT HOGGIES RESTAURANT
ON SAWMILL ROAD ABOUT TWO WEEKS AGO AND THEY WENT OUT A
FEW TIMES PRIOR TO THIS INCIDENT. SHE STATES THAT AT ONE
POINT, MR. TOCCI SLEPT OUTSIDE HER APARTMENT AND WAS QUESTIONED
BY POLICE AS A SUSPICIOUS PERSON. SEE CFS#072290043. MS.
DALLAS SAID SHE LEFT A BLUE HAT, WITH "CINCINNATI" WRITTEN
MS. DALLAS STATES SHE DIDN'T TELL POLICE ABOUT THE ASSAULT
WHEN IT HAPPENED BECAUSE SHE JUST WANTED MR. TOCCI TO LEAVE
HER ALONE. SHE ALSO STATES SHE IS PERMANENTLY DISABLED DUE
TO A PREVIOUS MEDICAL CONDITION AND HAS TROUBLE REMEMBERING.

SHE ONLY REMEMBERS IT HAPPENED IN A WOODED AREA WITH A PORTA-POTTY.
SHE SAID MR. TOCCI TOLD HER HE SOMETIMES WORKS ON NEW HOME
CONSTRUCTION SITES. SHE COULD NOT REMEMBER WHAT KIND OF
ON 8-24-07 OFFICER RUDY CALLED 614-218-8167 AND SPOKE TO
A MALE SUBJECT WHO IDENTIFIED HIMSELF AS FRANK TOCCI. MR.
TOCCI TOLD OFFICER RUDY THAT HE KNEW MS. DALLAS AND THEY
MET AT HOGGIES RESTAURANT. MR. TOCCI WENT ON TO SAY HE WAS
WITH MS. DALLAS ON THE 22ND OF AUGUST, WEDNESDAY, AND THEY
DROVE AROUND FOR SEVERAL HOURS. HE STATED SHE BECAME VERY
INTOXICATED AND COULDN'T STAND UP AND FELL DOWN, HURTING
HERSELF, OUTSIDE HER APARTMENT. MR. TOCCI STATED HE WOULD
LOOK FOR MS. DALLAS'S BLUE HAT BUT HE DIDN'T KNOW IF HE STILL
HAD IT. MR. TOCCI TOLD OFFICER RUDY HE WOULD VOLUNTARILY
COME TO DUBLIN POLICE STATION ON THE 26TH OF AUGUST FOR AN
INTERVIEW REGARDING THE ASSAULT. HE STATED HE COULDN'T TALK
WITH OFFICER RUDY AT THE TIME OF THE CALL BECAUSE HE WAS
AT WORK. HE TOLD OFFICER RUDY HE WORKED AT A PIZZA PLACE
ON SUNDAY, 8-26-07, FRANK TOCCI DID NOT SHOW UP AT THE DUBLIN
POLICE STATION FOR THE INTERVIEW. OFFICER RUDY CALLED JOYCE
DALLAS AND SHE STATED MR. TOCCI CALLED HER AND APOLOGIZED.
SHE ALSO STATED THAT HER BLUE HAT WAS PLACED IN FRONT OF
HER FRONT DOOR ON THE 25TH OF AUGUST.
AT THIS POINT IT IS STILL UNKNOWN WHERE THE ASSAULT AND UNLAWFUL
RESTRAINT OCCURRED. OFFICER RUDY ATTEMPTED SEVERAL CALLS
TO FRANK TOCCI WITH NO RESPONSE EACH TIME. OFFICER RUDY

AND RYAN BEGAN TO SPEAK TO EACH OTHER ON THE COMPUTER VIA
AN INSTANT MESSENGER. MELINDA AND RYAN BEGAN TO ARGUE AND
RYAN WROTE TO MELINDA "YEAH BUT I HAVE A FIST THAT WILL BE
PUTTING YOUR TEETH IN YOUR THROAT". HE CONTINUED LATER,
"I WILL FUCKING KILL YOU.AND I AM NOT LYING.AND I HAVE
NO PROBLEM ADMITTING I AM INSANE". RYAN PENN ENDED THE ARGUMENT
BY SAYING, "I SWEAR TO FUCKING GOD I WILL COME TO YOUR HOUSE
RIGHT NOW AND KILL EVERY FUCKING ONE OF YOU.I'LL BE THERE
IN A MINUTE". MRS. GWILLIAMS PROVIDED A COPY OF THE INSTANT
MESSAGES THAT I HAVE SUBMITTED FOR THE CASE PACKET.
MRS. GWILLIAMS DOES NOT BELIEVE THAT THE THREATS MADE BY
RYAN PENN ARE CREDIBLE OR THAT HE WOULD ACT ON THEM. MRS.
GWILLIAMS BELIEVES THAT MR. PENN WOULD HARASS MELINDA AT
WORK OR CALL HER TO HARASS HER. MELINDA GWILLIAMS DOES NOT
BELIEVE THAT MR. PENN WOULD ACT ON HIS THREATS EITHER. NEITHER

ON 8/25/07 AT APPROXIMATELY 1425 HOURS THE DUBLIN POLICE
WERE NOTIFIED BY OUR REPORTING PARTY THAT SHE HAD LOCATED
TWO YOUNG BLACK MALES (APPROXIMATE AGES 2-3 YEARS OLD) ON
A RIDING TOY ON THE SIDEWALK NEXT TO FRANTZ RD. THE CHILDREN
WERE ABOUT TO CROSS THE STREET AT EDINBURGH DR WHEN THE RP
APPROACHED AND STOPPED THEM. I ARRIVED ON SCENE AND ATTEMPTED
TO TALK TO THE BOYS BUT FOUND THEY DID NOT APPEAR TO SPEAK

MUCH ENGLISH AND THE RP RECOGNIZED THAT THEY MAY BE SPEAKING
FRENCH. I BEGAN CANVASSING THE AREA AROUND ST. ANDREWS APARTMENTS
LOOKING FOR SOMEONE WHO MAY KNOW THE CHILDREN. EVENTUALLY,
I CAME UPON 265 PERTH DR WHERE THE FRONT DOOR WAS OPEN AND
I COULD SEE WHAT APPEARED TO BE APPROXIMATELY 10-12 PEOPLE
OF AFRICAN DESCENT SITTING INSIDE. WHEN I ASKED IF TWO SMALL
MALE CHILDREN LIVED AT THE RESIDENCE THE ENTIRE GROUP APPEARED
SHOCKED AS IF THEY JUST REALIZED THE CHILDREN WERE GONE.
I ASKED IF THE PARENTS WERE HOME AND THE MOTHER CAME RUNNING
DOWN STAIRS IN A PANIC CARRYING A MICROWAVABLE MEAL. THE
FATHER APPROACHED FROM A CAR THAT HAD JUST PARKED BEHIND
ME. THEY BOTH SEEMED PANICKED. I TOLD THEM THAT THEIR CHILDREN
WERE ALRIGHT BUT THAT THEY HAD WANDERED OUT TO THE SIDEWALK
THE MOTHER, ADENIKE OBAYEMI, TOLD ME THAT THEY WERE HAVING
A BIRTHDAY PARTY FOR THE TWO CHILDREN AND SHE HAD JUST RETURNED
FROM PICKING UP THE CAKE AT KROGERS. I ASKED HER IF SOMEONE
WAS SUPPOSED TO BE RESPONSIBLE FOR WATCHING THE CHILDREN
AND SHE TOLD ME THAT SHE DIDN'T SPECIFICALLY ASK ANYONE BUT
ASSUMED SOMEONE WOULD KEEP AN EYE ON THEM. SHE STATED THAT
SHE HAD RETURNED AND MADE THE MICROWAVE MEAL FOR THE KIDS
AND GONE UP STAIRS TO LOOK FOR THEM. SHE STATED THAT WAS
WHAT SHE WAS DOING WHEN I ARRIVED AT THE DOOR.
THE FATHER, AUGUSTINE OBAYEMI, TOLD ME THAT HE HAD LEFT THE
RESIDENCE TO GO PICK UP A FRIEND FOR THE BIRTHDAY PARTY.
UPON RETURNING, I WAS AT THE DOOR TALKING TO HIS WIFE.
THAT WAS WHEN HE REALIZED THAT THE CHILDREN HAD WANDERED
ONE OF THE ATTENDEES OF THE PARTY TOLD ME THAT THEY HAD OPENED
THE DOOR TO HELP COOL OFF THE APARTMENT SINCE THEY HAD BEEN
COOKING MOST OF THE DAY. ANOTHER ATTENDEE SAID THAT SHE
REMEMBERS THE TWO CHILDREN STEPPING OUTSIDE AND THAT THEY
WERE PLAYING ON THE FRONT PORCH. SHE HAD ASSUMED THAT THEY
HAD COME BACK INSIDE AND GONE UPSTAIRS.
THERE DID NOT APPEAR TO BE PROBABLE CAUSE TO BELIEVE THAT
THE PARENTS HAD INTENTIONALLY NEGLECTED THEIR CHILDREN; THEREFORE,

NO CHARGES WERE FILED. FRANKLIN COUNTY CHILDREN SERVICES
WAS NOTIFIED OF THE INCIDENT IN CASE FOLLOW UP BY THEIR AGENCY
OFFICERS WERE CALLED TO THE ABOVE LISTED ADDRESS BY MR. GEORGE
WILLIS, MR. WILLIS ADVISED HE HAD BEEN LOCKED OUT OF HIS
HOUSE BY GIRLFRIEND. MR. WILLIS TOLD RADIO THEY BOTH HAD
BEEN DRINKING. UPON MY ARRIVAL I OBSERVED TWO PEOPLE IN
AN UPSTAIRS ROOM IN A VERBAL DISPUTE. THE FEMALE RESIDENT,
MARCIE MATTHEWS, CAME OUTSIDE THE HOUSE FOLLOWED BY MR.
WILLIS. OFFICER STERLING SPOKE TO MR. WILLIS AND I SPOKE
WITH MS. MATTHEWS. MS. MATTHEWS ADVISED SHE WANTED MR. WILLIS
OUT OF THE HOUSE. MS. MATTHEWS ADVISED SHE HAD THE LOCKS
CHANGED ON THE RESIDENCE TODAY TO PREVENT MR. WILLIS FROM
ENTERING THE RESIDENCE. MS. MATTHEWS ADVISED MR. WILLIS HAS
BEEN LIVING AT THE HOUSE SINCE APRIL OF 2006 BUT FOR THE
PAST SEVERAL WEEKS HAS BEEN STAYING IN THE GARAGE. MS. MATTHEWS
STATED WHEN MR. WILLIS ARRIVED HOME AND COULD NOT GET INTO
THE HOUSE HE BECAME ANGRY. MS. MATTHEWS STATED MR. WILLIS
WAS POUNDING ON THE BACK GARAGE DOOR WITH A POLE AND SCREAMING
AT HER. MS. MATTHEWS ADVISED SHE WAS SITTING ON THE GARAGE
STEPS AND MR. WILLIS WAS SHOVING HER AND KICKED HER IN THE
CHEST TO GET INSIDE THE HOUSE. ONCE MR. WILLIS WAS INSIDE
THE HOUSE, MS. MATTHEWS STATED HE GRABBED HER ARMS AND PUSHED
HER UP AGAINST THE WALL. MS. MATTHEWS ADVISED MR. WILLIS
WAS THROWING THINGS AROUND THE HOUSE LOOKING FOR SOMEONE
ELSE INSIDE THE RESIDENCE. IN SPEAKING WITH MS. MATTHEWS
SHE WAS CALM AND NEVER STATED SHE WAS AFRAID OF MR. WILLIS.
MR. WILLIS ADVISED EARLIER IN THE DAY MS. MATTHEWS WAS UPSET
WITH HIM BECAUSE HE WANTED TO GO OUT WITH FRIENDS. MR. WILLIS
STATED WHEN HE TRIED TO GO INSIDE THE HOUSE TO GET HIS BELONGINGS
MS. MATTHEWS CAME AFTER HIM WITH A HAMMER. MR. WILLIS STATED
MS. MATTHEWS HIT A STOOL IN THE GARAGE WITH THE HAMMER THEN
ALSO STRUCK HIM IN THE BUTTOCKS WITH THE HAMMER. MR. WILLIS
STATED HE LEFT THE RESIDENCE THEN RETURNED LATER TO FIND
THE LOCKS CHANGED. MR. WILLIS STATED MS. MATTHEWS OPENED
THE DOOR FOR HIM AND WHEN HE TRIED TO GO INTO THE HOUSE SHE

ANYTIME DURING THE DAY. MR. WILLIS DID NOT HAVE ANY VISIBLE
MARKS ON HIM FROM THE HAMMER. MR. WILLIS DENIED PUSHING
OR STRIKING MS. MATTHEWS AT ANYTIME DURING THE DAY. MS.
MATTHEWS HAD NO VISIBLE MARKS ON HER FROM BEING SHOVED OR
KICKED 20 MINUTES. MS. MATTHEWS STATED SHE WISHED TO PURSUE
CHARGES AGAINST MR. WILLIS. MS. MATTHEWS WAS GIVEN THE VICTIMS
OF CRIME INFORMATION AND THE PROCEDURES FOR PRIVATE FILING.
SHE WAS ALSO ADVISED TO CONTACT CIVIL COURT TO HAVE MR. WILLIS
EVICTED FROM THE RESIDENCE. MR. WILLIS STATED HE DID NOT
WISH TO PURSUE CHARGES AGAINST MS. MATTHEWS. SGT. KRAYER
WAS ON SCENE AND ADVISED OF THE COURSE OF ACTION. MR. WILLIS
WAS ARRESTED ON A WARRANT FOR OVI FROM OSP AND WAS TRANSPORTED
TO FRANKLIN COUNTY JAIL. WE HAVE RESPONDED TO THE RESIDENCE
ON TWO OTHER OCCASIONS FOR THE SAME TYPE OF INCIDENT. THERE

POLICE WERE DISPATCHED TO ASSIST WASHINGTON TOWNSHIP MEDICS
ON REPORT OF AN UNCONSCIOUS PERSON (JOHN A MORO SR., 81).
STATED MY PRESENCE WAS REQUESTED FOR A DOA. I RESPONDED TO
4949 THORNHILL LANE, DUBLIN, OHIO 43017 IN FRANKLIN COUNTY

NIGHT. SHE STATED SHE HAD BEEN IN BED WITH HER HUSBAND AND
ATTEMPTED TO WAKE HIM AT APPROXIMATELY 0700 HOURS WHEN SHE
CPL. W. DUNN #180 ARRIVED AT THE RESIDENCE TO ASSESS THE
AWOKE. SHE STATED SHE SHOOK HIM AND HE DID NOT MOVE AND THAT
SITUATION. HE HAD THE ON-CALL DETECTIVE (G. HIGGINS #135)
RESPOND TO THE SCENE. UPON HER ARRIVAL, DETECTIVE HIGGINS
WAS UNNATURAL FOR HIM. MRS. MORO STATED SHE THEN CALLED FOR
HER DAUGHTER THERESA WHO RESIDES IN THE HOME.
PROCESSED THE SCENE AND EXAMINED THE BODY. OFFICERS GALLAGHER
AND BEAM GATHERED INFORMATION AND TOOK PRELIMINARY PHOTOS.
THERESA MORO STATED THAT SHE CAME INTO HER PARENTS' BEDROOM
AT 0945 HOURS OFFICER BEAM MADE CONTACT WITH DR. DAVID LA
WHEN HER MOTHER CALLED AND TOUCHED HER FATHER'S KNEE, WHICH
HUE. DR. LA HUE IS THE ON-CALL PHYSICIAN FOR CENTRAL OHIO

SOTALOL 80MG (BLOOD PRESSURE / CARDIAC IRREGULARITIES)
AND WAS INSTRUCTED ON HOW TO BEGIN CPR. SHE STATED SHE COULD

GRAMANN) WAS UNAVAILABLE. DR. LA HUE STATED THAT DR. GRAMANN

LOCATE A PULSE AND HER FATHER'S SKIN WAS COLD AND CLAMMY
OFFICER BEAM THEN CONTACTED THE FRANKLIN COUNTY CORONERS
SO SHE DID NOT ATTEMPT ANY FURTHER RESUSCITATION EFFORTS.
OFFICE. HE SPOKE WITH CASE SECRETARY KELLY SANDBERG. MS.
JOHN MORO, JR. WAS ALSO AT HOME WHEN HIS FATHER DIED. HE
SANDBERG WAS GIVEN THE FACTS OF THE CASE AND AGREED TO RELEASE
STATED THAT HE WENT TO BED AT APPROXIMATELY 2300 HOURS AND
THE VICTIMS BODY TO OUR JURISDICTION AT 1000 HOURS.
AT THAT TIME HIS FATHER WAS WATCHING A BALL GAME, BUT HE
DID NOT KNOW WHICH ONE. JOHN JR. STATED HE WOKE UP AT APPROXIMATELY
OFFICER BEAM THEN CONTACTED EGAN-RYAN FUNERAL HOME PER THE
0330 AND WENT BACK TO BED AT APPROXIMATELY 0410 BUT HE DID
FAMILY'S REQUEST. HE SPOKE WITH ANDY RYAN AT 1010 HOURS.
MR. RYAN AND HIS ASSISTANT CHRIS KRINOCK ARRIVED AT THE RESIDENCE
NOT SEE HIS FATHER DURING THAT TIME. HE STATED HE NEXT GOT

MR. MORO'S FAMILY ADVISED THAT HE HAD A HISTORY OF HEART
PROBLEMS DATING TO THE MID- TO LATE- 1990S WHEN HE HAD HIS
FIRST ANGIOPLASTY SURGERY. THEY STATED HE HAD SEVERAL HEART
STINTS, AND IN 2002 OR 2003 HE HAD AN ABDOMINAL-AORTIC STINT
PUT IN. ACCORDING TO HIS FAMILY, MR. MORO WAS SUPPOSED TO
HAVE A PACEMAKER PUT IN BUT HE REFUSED.
THE DECEDENT'S FAMILY PROVIDED THE POLICE WITH FOURTEEN (14)
BOTTLES OF PRESCRIPTION MEDICATION, 8 OF WHICH HE WAS CURRENTLY
TAKING. THEY WERE OBTAINED FROM THE KITCHEN. THE CURRENT
THE OTHER SIX (6) MEDICATIONS AND THE YEAR IN WHICH THEY
FAMILY MEMBERS STATED THAT MR. MORO REFUSED TO DISPOSE OF
THE OLD MEDICATIONS BUT THEY DID NOT BELIEVE HE WAS TAKING
OFFICER BEAM SPOKE WITH ONE OF MR. MORO'S PHYSICIANS, DR.
DAVID LAHUE (614-451-2174) AND DR. LAHUE STATED HE OR ONE
OF THE OTHER DOCTORS IN HIS PRACTICE WOULD BE WILLING TO
SIGN THE DEATH CERIFICATE. OFFICER BEAM THEN CONTACTED THE

OFFICER BEAM THEN CONTACTED EGAN-RYAN FUNERAL HOME AT THE
FAMILY'S REQUEST. THEY STATED THEY WOULD COME COLLECT THE
THE ROOM AND BODY WERE PHOTOGRAPHED PRIOR TO MOVING AND/OR
INSPECTING THE BODY. MR. MORO WAS LAYING ON HIS BACK WITH
HIS HEAD TURNED PARTLY BETWEEN FACING UP AND TO THE RIGHT.
HIS RIGHT LEG WAS OFF THE BED WITH HIS FOOT RESTING ON THE
FLOOR. ACCORDING TO MRS. MORO, THIS WAS A POSITION IN WHICH
MR. MORO WOULD FREQUENTLY SLEEP. HE WAS CLOTHED IN A PAIR
OF BOXERS AND A BLUE T-SHIRT. I INSPECTED THE BODY WITH
THE ASSISTANCE OF OFFICER BEAM. THERE WERE NO SIGNS OF TRAUMA
TO THE BODY. LIVIDITY WAS CONSISTENT WITH THE POSITION IN
WHICH MR. MORO WAS FOUND UPON MY ARRIVAL. RIGOR MORTIS WAS
PRESENT IN THE JAW AND NECK AREAS, BUT NOT IN THE EXTREMITIES.
THE SKIN ON THE FRONT OF THE BODY WAS COOL AND CLAMMY TO
THE TOUCH, AND THE SKIN ON THE BACK WAS STILL SOMEWHAT WARM
THE BEDROOM WAS EXTREMELY CLUTTERED WITH STACKS OF CLOTHING
ON ALMOST EVERY AVAILABLE SURFACE. THE ENTIRE HOUSE HAD AN
EXTREMELY STRONG ODOR OF CANINE URINE AND FECES. THE TEMPERATURE
ACCORDING TO THE THERMOSTAT APPROXIMATELY 10-15 FEET FROM
THE BEDROOM SHOWED THE TEMPERATURE OF THE HOUSE TO BE 76
DEGREES FAHRENHEIT AND THE AIR CONDITIONER WAS ON.
THE BODY WAS REMOVED BY EGAN-RYAN FUNERAL HOME AT 1057 HOURS.
WEDNESDAY ON 8-22-07 BETWEEN 2000 AND 2045 AN UNKNOWN PERSON/S TOOK
MR. FLURCHICK'S VERIZON CELL PHONE FROM THE BIG LOTS DEPARTMENT
STORE AFTER HE LEFT IT ON A TABLE IN THE FURNITURE DEPARTMENT
WHILE HE LOOKED THROUGH SEVERAL ELECTRONIC DEVICE BOXES.
MR. FLURCHICK WAS UNAWARE HE LEFT THE CELL PHONE ON THE TABLE
UNTIL AFTER HE LEFT THE STORE. HE CALLED BACK AND THE EMPLOYEES
ON 8-26-07 MR FLURCHICK CALLED DUBLIN POLICE TO REPORT THE
THEFT DUE TO RECEIVING A PHONE CALL TO HIS HOUSE PHONE FROM
AN UNKNOWN HISPANIC MALE. HE SAID THE HISPANIC MALE STATED
HIS NAME WAS ANTONIO AND THE NUMBER ON MR. FLURCHICK'S CALLER
ID WAS 614-332-6009. A CHECK OF THAT NUMBER ONLY SHOWS IT

IS ASSIGNED TO A NEXTEL PHONE. MR. FLURCHICK STATES THE
ONLY WAY FOR SOMEONE UNKNOWN TO CALL HIS HOME PHONE WOULD
HAVE BEEN GETTING IT OFF OF HIS STOLEN CELL PHONE. MR. FLURCHICK
STATES THAT HE FELT HE WAS FOLLOWED BY A MALE SUBJECT WITH
A TAN SHIRT DURING HIS TIME IN THE STORE.
MR. FLURCHICK'S' STEP-DAUGHTER, REBECCA RIBARRO, SPOKE WITH
"ANTONIO" A SECOND TIME ON 8-26-07 BUT COULD ONLY UNDERSTAND
PARTS OF HIS SPANISH SPEAKING. SHE ALSO STATES THAT THE
CALLER NAMED ANTONIO STATED HE WAS AT BIG LOT BUT A SEARCH
OF THE STORE AND PARKING LOT BY OFFICER RUDY PRODUCED NO
OFFICER RUDY SPOKE WITH THE BIG LOTS MANAGER AND SHE WILL
CONTACT THE LOSS PREVENTION MANAGER ON MONDAY TO GET A COPY
OF THE SURVEILLANCE VIDEO FOR THAT DATE AND TIME. NO BIG
LOTS EMPLOYEES REMEMBERS SEEING ANYTHING THAT DAY IN QUESTION.
ON THE LISTED DATE AND TIME, THE REPORTING PARTY STATED HER
EXBOYFRIEND FORCED ENTRY INTO HER APARTMENT AND DAMAGED HER
BEDROOM DOOR BY KICKING IT WHILE ATTEMPTING TO GAIN ENTRY
TO THE BEDROOM. SHE STATED ARRANGEMENTS WERE MADE FOR HIM
TO COME TO THE RESIDENCE TO DROP OFF A DOG BUT HE WAS NOT
TO ENTER THE APARTMENT. SHE FURTHER STATED HE KNOCKED ON
THE DOOR AND ASKED TO TALK TO HER. MS. WILKINSON STATED
SHE WALKED TO THE EXTERIOR LOCKED DOOR AND ASKED MR. WILLIAMSON
TO LEAVE. SHE FURTHER STATED SHE TOLD HIM TO CALL HER ON
THE TELEPHONE IF HE WISHED TO TALK AND TOLD HIM TO LEAVE
AGAIN. SHE STATED SHE THEN MOVED AWAY FROM THE DOOR TO THE
MS. WILKINSON STATED MR. WILLIAMSON DID HAVE A KEY TO THE
APARTMENT BUT SHE HAD NOT GIVEN HIM PERMISSION TO ENTER ON
THE LISTED DATE. SHE STATED HE USED THE KEY TO UNLOCK THE
DOOR. THE DOOR WAS SECURED USING A SECURITY BAR ATTACHED
TO THE DOOR HANDLE. SHE STATED HE FORCED HIS WAY THROUGH
THE DOOR AND ATTEMPTED TO CONFRONT HER AT THE BEDROOM DOOR.
SHE STATED SHE CLOSED AND LOCKED THAT DOOR BEFORE MOVING
INTO THE BATHROOM TO CALL 911. SHE STATED HE THEN KICKED
THE BEDROOM DOOR TO GAIN ENTRY, CAUSING DAMAGE TO THE BOTTOM

HALF OF THE DOOR. OFFICERS DID NOT OBSERVE ANY FOOTPRINTS
ON THE DOOR BUT DID OBSERVE HEAVY DAMAGE ON THE DOOR. AFTER
GAINING ENTRY TO THE BEDROOM AND BEING ADVISED THE POLICE
WERE BEING CALLED, MS. WILKINSON STATED HE THEN LEFT THE
THE TWO INDIVIDUALS DO NOT HAVE CHILDREN TOGETHER AND HAVE
NEVER BEEN MARRIED OR LIVED TOGETHER, ACCORDING TO THE VICTIM.
THE VICTIM STATED SHE DID NOT WANT TO PROSECUTE MR. WILLIAMSON.
SHE DID STATE THAT SHE WANTED A TRESPASS WARNING ISSUED TO
HIM. THE WARNING WAS GIVEN BY HER AND OFFICER GALLAGHER
#150 OVER THE PHONE. HE STATED HE UNDERSTOOD AND WOULD NOT
COME BACK TO THE RESIDENCE. HE ALSO STATED HE DID NOT HAVE
THE SUSPECT WAS LOCATED BY CPL. DUNN #180 WHO INITIATED A
TRAFFIC STOP IN THE AREA RIVERSIDE DR. AND WYANDOTTE WOODS.
MR. WILLIAMSON WAS CITED FOR TRAFFIC VIOLATIONS, INCLUDING
DUS AND NO OPS, BY CPL. DUNN. HE WAS ADVISED NOT TO GO BACK
TO THE RESIDENCE AND WAS FREE TO LEAVE AFTER BEING GIVEN
MS. WILKINSON STATED SHE WAS NOT AFRAID FOR HER SAFETY.
SHE FURTHER STATED SHE WOULD CONTACT THE APARTMENT COMPLEX
MANAGER TO HAVE THE LOCKS CHANGED AND FOR AN ESTIMATE ON
THE DAMAGE TO THE BEDROOM DOOR. SHE COMPLETED A WRITTEN
ON 7/26/07 AT 1920 HOURS I RESPONDED TO 275 LONGBRANCH DR
ON A REPORT OF A CRIMINAL TRESPASS. I SPOKE TO THE HOMEOWNER
SHELLEY JOHNSON WHO STATED THAT HER STEP-SON 16 YEAR OLD
NEIL JOHNSON TOLD HER THAT HIS MOTHER CALLIE DIBENEDETTO
APPROACHED HIM IN THE SIDE YARD AND SPOKE TO HIM FOR A FEW
MINUTES THEN LEFT. MRS. JOHNSON STATES THAT MS. DIBENEDETTO
HAS BEEN GIVEN A CRIMINAL TRESPASS WARNING PREVIOUSLY FOR
HER HOME AT 275 LONGBRANCH DR. CALL # 072040045 NOTES THAT
OFFICER GROVES MADE PHONE CONTACT WITH MS. DIBENEDETTO ON
7/23/07 AT 0630 HOURS AND ADVISED HER NOT TO COME BACK ON
THE LONGBRANCH PROPERTY. NEIL JOHNSON STATES THAT HE WAS
IN THE YARD WHEN HE SPOKE TO HIS MOTHER AND WHERE HE STATED

THE CONVERSATION TOOK PLACE WAS BETWEEN THE DRIVEWAY AND
THE WESTERN PROPERTY LINE. I WAS UNABLE TO LOCATE SURVEY
PINS IN THE GROUND, HOWEVER THE AREA NEIL POINTED OUT APPEARED
TO BE WITHIN THE PROPERTY BOUNDARIES. NO ADULT WITNESSES
WERE PRESENT. I LEFT A MESSAGE FOR MS. DIBENEDETTO ON 8/26/07
AT 2015 HOURS. MS. DIBENEDETTO LEFT A MESSAGE FOR ME ON
8/27/07, AND WHEN I RETURNED HER CALL I LEFT ANOTHER MESSAGE.
MS. DIBENEDETTO IN HER MESSAGE STATED THAT SHE WAS JOGGING
IN THE AREA AND SPOKE TO HER SON BUT DID NOT COME ONTO THE
PROPERTY AT 275 LONGBRANCH DR. THERE ARE NO PROTECTION ORDERS
ON 8/26/07 AT 2020 HOURS OFFICERS RESPONDED TO THE RESIDENCE
AT 5691 KENTFIELD DR ON A REPORT OF AN ASSAULT. UPON ARRIVAL
I SPOKE TO A STACIA MIZE WHO STATED THAT HER HUSBAND DARIN
MIZE PUNCHED HER IN THE LEFT SIDE OF HER FACE WITH A CLOSED
FIST WHILE THEY WERE HAVING AN ARGUMENT IN THE LIVING ROOM.
SHE THEN WENT UPSTAIRS TO GET AWAY FROM HIM AND LOCKED HERSELF
IN THE BEDROOM. SHE STATED HE USED A KEY AND GAINED ENTRY
TO THE BEDROOM AND WHEN SHE TOLD HIM TO GET OUT OF THE ROOM
HE GRABBED HER BY THE ARMS AND THREW HER TO THE GROUND.
SHE THEN WENT DOWNSTAIRS AND GOT THE PHONE AND CALLED THE
POLICE. I OBSERVED THAT MRS. MIZE HAD TWO PURPLE BRUISES
ON THE BACK OF HER RIGHT ARM AND THAT THE LEFT SIDE OF HER
FACE WAS RED. OFFICER SHULL SPOKE TO MR. MIZE WHO STATED
THAT HE DID STRIKE MRS. MIZE IN THE FACE WITH AN OPEN HAND
BECAUSE SHE USED PROFANITY IN FRONT OF THEIR TWO DAUGHTERS.
HE ALSO STATED THAT HE DID PUSH IN THE BEDROOM. MR. MIZE
DID HAVE SOME RED MARKS ON THE LEFT SIDE OF HIS NECK. PHOTOS
WERE TAKEN OF BOTH PARTIES. MR. MIZE WAS ARRESTED FOR DOMESTIC
VIOLENCE AND ASSAULT. MRS. MIZE WAS SHOWN AND GIVEN A VICTIMS
OF CRIME INFORMATION PAMPHLET AND COMPLETED A WITNESS STATEMENT.
MR. MIZE WAS OFFERED THE OPPORTUNITY TO COMPLETE A WITNESS
STATEMENT BUT DECLINED TO DO SO. COPIES OF THE REPORT AND
SUPPORTING DOCUMENTATION WERE SENT TO THE VICTIMS ADVOCATE
ON LISTED DATE AND TIME DUBLIN POLICE RESPONDED TO 4949 THORNHILL

LANE REGARDING A DOMESTIC VIOLENCE INCIDENT. UPON ARRIVAL
OFFICER'S LAWS AND MILLER SPOKE WITH THE COMPLAINANT, IDENTIFIED
AS THERESA MORO. MS. MORO ADVISED THAT SHE AND HER SISTER,
IDENTIFIED AS ANN GEOFREY, BEGAN ARGUING ABOUT THEIR RECENTLY
DECEASED FATHER'S PROPERTY. MS. MORO ADVISED THAT SHE AND
HER SISTER THEN GOT INTO A PHYSICAL CONFRONTATION IN WHICH
SHE WAS KICKED BY HER SISTER. MS. MORO WAS VERY UNCOOPERATIVE
IN GIVING DETAILS TO OFFICER'S LAWS AND MILLER ABOUT THE
CONFRONTATION. MS. MORO ONLY STATED THAT SHE WAS KICKED BY
HER SISTER, BUT COULD NOT SAY THE LOCATION IN WHICH SHE WAS
KICKED. MS. MORO ALSO DID NOT ADVISE IF SHE STRUCK HER SISTER
BACK. MS. MORO DID NOT CLAIM OR HAVE ANY VISIBLE INJURY.
OFFICER'S LAWS AND MILLER SPOKE WITH MS. MORO'S BROTHER,
JOHN MORO JR, WHO WAS PRESENT DURING THE ALTERCATION. MR.
MORO WAS ALSO UNCOOPERATIVE IN GIVING ANY DETAILS ABOUT THE
MS. MORO SEEMED MORE CONCERNED WITH OFFICER'S LAWS AND MILLER
STANDING BY AT HER FATHER'S RESIDENCE SO THAT SHE COULD RETRIEVE
PERSONAL PROPERTY. OFFICER'S LAWS AND MILLER DID STAND BY
AT THE RESIDENCE TO ALLOW MS. MORO TO RETRIEVE PERSONAL ITEMS.
MS. MORO WAS PICKED UP BY ANOTHER SISTER WHO WAS GOING TO
ALLOW MS. MORO TO STAY AT HER RESIDENCE.
OFFICER'S LAWS AND MILLER WERE UNABLE TO OBTAIN ADDITIONAL
INFORMATION FOR MS. MORO'S SISTER WHO WAS INVOLVED IN THE
ALTERCATION. MS. MORO'S SISTER WAS NOT CONTACTED BY OFFICERS
TO SPEAK WITH HER ABOUT THE INCIDENT. OFFICER'S LAWS AND
MILLER DID ASK MS. MORO SEVERAL TIMES HOW SHE WANTED US TO
ASSIST HER IN REGARDS TO THE CONFRONTATION AND SHE CONTINUED
TO STATE SHE ONLY WANTED TO RETRIEVE PROPERTY. MS. MORO DID
NOT WISH TO PURSUE DOMESTIC VIOLENCE OR ASSAULT CHARGES.
